Minutes. Highland Beacp~ Town Commission. May 24, 1960.
A regular meeting recessed from May 4, 1.960,
The recessed meeting of May 4, 1960 was called to order at 7:30
p.m. on May 24, 1960 by Mayor Eypel. Also present were Commis
Bertash, Jones and Noble and T. Mgr. Hartwig. Mr. James D. Turner
of Hibiscus Hill was in the audience as was Mr, White the resident
manager of Highland Towers. Comm. Breckenridge was absent.
Minutes of the meetings of April 19, 1960 and May 4, 1960 were read
and approved om motion of Comm. Noble, seconded by Comm. Bertash
and the affirmative votes of Commis Bertash, Eypel, Jones & Noble.
There was no dissent.
By general agreement it was agreed to defer until next meeting the
reading and approval of the lengthy minutes of the meeting of May
4, 1960, which was the canvas of the recent election results.
In accordance with the Charter Act and the Town Code, :+sadh Commission-
er present proceeded to subscribe to the following oath, to wit:

AND THAT I AM ENTITLED TO HOLD OFFICE UNDER THE CONSTITUTION OF THE
STATE OF FLORIDA AND THE CONSTITUTION OF THE UNITED STATES, AND THAT
I WILL FAITHFULLY PERFORM ALL THE DUTIES OF THE OFFICE OF COMMISSION

Each Commissioner present having taken the above and foregoing oath,
they proceeded to transact the necessary business of the Town.
The Mayor reported verbally on a meeting he had with Philip Moreno
of the County Sanitation Co. Pdlr. Moreno makes the general proposal
that the Town 0ontract to pay about X4,000.00 per year in a lump
sum inplace of the present system of collecting from the individual
users for the garbage removal service. The proposed change arises
_.~ #'ro~r because Mr, Clem Hackman is dissatisfied with increased rates
he has been asked to pay for his garbage removal service. Se~jv~eral

other residents of the Town seemed to be dissatisfied with the rates
charged which seem to be inconsistent and haphazard. After a lengthy
discussion the down Manager was requested to study the matter and
talk it over with the Town Attorney. No formal action was taken.
The Town Manager submitted from the Town Engineers Off ice a pre-
liminary estimate dated May 20, 1960 for enlarging the capacity of
clear water storage and suggesting that the improvement be placed
east of the Inland Waterway if possible. There was a long discus-
sion of the problem and the Town Manager was requested continue in
his efforts to locate a suitable piece of land.. ~ '~

Mr. White, resident manager of Highland Towers made an inf ormal in-
quiry as to the possibility of locating a trailer park in the Town.
It was explained to him that such a project was regarded in a moat
unfavorable manner and that present Town laws prevent such a thing,
Fetter dated May 9, 1960 was read from T. Sendzimir about creating
a minor research studio near his home on AIA. It was generally
agreed that it would be unsuitable in a residential zone but as the
inquiry was, very tentative, the matter was tabled until the inten-
tions of Mr, Sendzimir are more definite.
The Town Manager requested approval to pay bill, in the amount of
X20.00, from Henry Lilienthal, for two mortgage releases relating
to payments on the land sold to Morris Laz..~rus. Comm. Noble moved
that the payment be approved. The motion was seconded by Comm.
Jones and passed by the affirmative votes of Comm~rs Bertash, Eypel,
Jones and Noble, without dissent.
The meeting was recessed to 7:30 p.m. on May 31, 1960 on motion of
Comm. Noble, seconded by Comm. Jones and the affirmative votes of
Commtrs Bertash, Eypel, Jones and Noble. There was no dissent.
After the meeting was recessed Comm. Bertash and Mr. White left.
The remaining commissioners reviewed some data submitted by the
Town Manager concerning the water used in Byrd Beach which is out-
side the Town limits and which is served water under a special
contract.
There was also informal discussion about appointing a successor to
Vice Mayor Breckenridge who has definitely decided that he cannot
continue to serve as a Town Commissioner.
