1960.07.29_TC_Minutes minutes. Highland Beach Town Commission. July 5, 1960. July 29, 1960. The regular July meeting was called to order by Comm. Turner at '7:30 p.m. on July 5, 1960. By general agreement it had been decided to postpone this meeting and no one was present except Town Manager Hertwig. ~'or lack of a quorum, Comm. Turner declared the meeting re- cessed to ?:30 p.m. on July 29, 1960. The recessed meeting; of July 5, 1960, was called to order by Mayor Eypel at 8:30 p.m. on July 29, 1960. Also present were Commtrs Bertash, Eypel, Jones, Noble and Turner and Town Manager Hertwig. Minutes of the meeting of June 7, 1960 and June 28, 1960 were read and approved on motion of Comm. Noble, seconded by Comm. Turner and the affirmative votes of Commis Bertash, Eypel, Jones, Noble and Turner. There was no dissent. The Town Manager read a letter dated July 13, 1960 from the Animal Rescue League of the Palm Beaches requesting an appropriation to assist their work. After a short discussion Comm. Noble moved that the request be tabled for later consideration. Comm. Turner seconded the motion which was approved by the affirmative votes of Commis Ber- tash, Eypel, Jones, Noble and Tuner, without dissent. Mayor Eypei submitted a Tentative Budget for the fiscal year starting November 1, 1960 and the Commissioners discussed the various items. Comm. Bertash moved that the Tentative Budget be accepted for study and consideration at a later meeting. The motion was seconded by Comm. Noble and approved by the affirmative votes of Commtrs Bertash, Eypel, Jones, Noble and Turner. There was no dissent. Mackie, relating to the proposed addition at Bellefonte, and read a memorandum on talks held between Mr. Mackie, Mayor Eypel and himself. The memorandum follows on page 3 of these minutes. Mayor Eypel, Mr. Wm Mackie and the writer met informally on the evening of July 21, 1960 and spent several hours discussing the proposed addition to Bellefonte Apartments. The various questions involved were gone over again in detail as they had been in an earlier conversation be- tween Mr. Mackie and the writer. r,~~r Mackie seemed to feel quite positive that it would not be m~r~cr~3rlar9«' practicable to comply with the desired set back requirements and objections of other property owners without making his project undesirable from his point of view. However he stated that he did not wish to antagonize his neighbors and other taxpayers in the Town. Mayor Eypel suggested that further study might produce a more compatible plan and Mr, hackie said he would give the matter more thought. Respectfully submitted, Rudolph ~1f. Mackie's letters of July 20, 1960. Comm. Noble mov, ed that the Bellef once project remain tiabled until Mr. Mackie submits any changes he may wish to make. The motion was seconded by Comm. Bertash and approved by the affirmative votes of Comm~rs Bertash, Eypel, Jones, Noble and Turner. There was no dissent. It was suggested that Town Ordinance #121, which was placed on it=s first reading~June 28, 1960, should be brought up. The Town Manager read the 8rdinance #121, the title of which is as follows; FLORIDA TOWN OF HIGHLAND BEACH}/ORDINANCE N0. l__21 AN ORDINANCE ESTABLISHING MINIMUM FRONT AND REAR YARDS ON LAND BETUPEEN STATE ROAD AlA AND :THE ATLANTIC OCEAN. After the reading of the ordinance there was some discussion of itts provisions. Comm. Noble moved that Ordinance #121 be approved on its second reading. The Motion was seconded by Comm. Turner and adopted by the affirmative votes of Commtrs'Bertash, Eypel, Jones, Noble and Turner, There was no dissent. The meeting was adjourned on motion of Comm. Turner, seconded by Comm. EQUALIZATION BOARD ON TAX ASSESSMENTS. July 5, 1960. (Highland Beach Town Commission) July 29, 1960. The meeting was called to order by Coma. Turner at 2:30 p.m. on July 5, 1960. No others w$re present except Town TVianager Hertwig, and so in accordance with the Mayor's notice of June 28, 1960, Comm. Turner declared the meeting recessed to 2:30 p.m. on July 29, 1960. Notice of meeting to be held July 29, 1960. Notice to all property owners and taxpayers of the Town of Highland Beach, Florida; YOU WILL PLEASE TAKE NOTICE that the Town Commission of the Town of Highland Beach, Florida, will meet at the Town Hall on the 29th day of July, 1960, at 2.:30 otclock p.m., for the purpose of sitting as a Board of Equalizers, to hear complaints and receive testimony as to the value of any property, real, ersonal, tangible or mixed, as f fixed by the Town Tax Assessor. and~r for perfecting, reviewing and equalizing the assessment of taxes for the year 1960. The Town Commission, as a Board of Equalizers, shalllhave the right to make all inquiries necessary and to take testimony for the purpose of determining the value of any property within said Town, in order that the Town Commission may revise and equalize the Town assessments. Owners and agents of property who desire may appear before the Town Commission and make-their complaints at that time, and the Town Commission, if unable to hear all complaints at that time, on that day, will continue in session from day to day for a period of at least. three days or s•o long as it shall be necessary. This notice is posted on the Town Bulletin Board in the Town Hall in accordance with the Charter Act and the Code of the Town. The Tax Assessor presented the Tax Assessment Roll of Real Property within the Town of Highland Beach, for the year 1960 and the Roll shows the following valuations; 1960 Tax Roll, Town of Highland Beach, Florida. Total value of all Taxable Real Property X5,790,687. Value of Exemptions _ 108,000. Gross total assessed value, all real property ~~~5,898,687. i.r ~ ~ ~ z _ - ax Ass sor The Commissioners reviewed the Tax Roll and the assessed valuations as shown thereon and the rAayor inquired whether there were any proper- ty owners , or representatives of same, present, who wished to make any protest or objection concerning the Assessment Roll. No persons questioned or protested the Assessment Roll and the several commissioners stated that they knew of no persons wF~.o desired to be heard. After further discussion of t'ne assessments, it was agreed to recess the meeting to allow additional opprotunity f'ar interested parties to make protest if they wis'ned. Coma. Jones moved that t'ne meeting be recessed to 7:30 p.m, on August 9, 1960; that the Tax Assessor be directed to keep regular office hours at the Tovvn Ilan on August 2nd, 3rd and 4th, 1960, and to have the 1960 Tax Assessment Roll available for inspection by any properly interested parties who might wish to examine or protest the assess- ments; to present such protests if any for the Boardts consideration when it again meets on August 9, 1960, and i.f there are no such pro- tests to draw up the usual form of resol~tt,ion of approval of t'n.e Tax Roll, for adoption at such meeting. ~'~'he mot3.on was seconded by Comm.
