1959.05.05_TC_Minutes 1vTinu.tes. Highland Beach Town Commission. May 5, 1959. (A regular monthly meeting) The meeting was called to order at '7:45 p.m. by Mayor 'F`ypel. Also pre- sent were Commissioners Bertash, Breckinridge and Noble and To~rm Mana- ger Hertwig. Present to advmse the commissioners were Town Attorney Henry Lilienthal and Mr. Charles Anderson from the firm of Brockway, Vdeber & Brockway, F'ngineers for the Town. In the audience were Messrs Peter Foglia, Homer ~~artin, Robert Willis, Lti'm. 2V~ackey and Mr. Reinholtz. (Comm. ti"Iinston was absent) Reading, of the minutes of th.e preceding meeting, was deferred until later by general agreement of the commissioners present. 2viayor ~ypel referred to a letter dated May 1, 1959 from Albert Boyar concerning break in the private water main serving water to Nassau Apartments, the break having been caused by bulldozer work of contrac- tors for the Highland Beach Development Corp. Mr. Foglia and Mr, Willis conversed about the matter and gave the Mayor their assurance that the break would be repaired promptly. There was a lenghty discussion concerning the question of whether the Town would give approval fob placing the asphaltic concrete surface an the streets in Bel Lido. The Town Manager read and placed on record a memorandum which covers the situation. The memo comprises the follow- ing page page 2, of these minutes. So far the Town has paid out over x`'700.00 for engineering inspections in Bel Lido and from time to time we have pointed out various discrepancies but we have insisted that we would not give official approval or disapproval until the developer's engineer had first certified to conditions. In a letter dated 4/24/59 the developer's engineer approves the lime rock base and Zinke-Smith has made verbal request that the Town ap- prove the placing of the asphaltic concrete surface on the streets. In letter dated 4/29/59 the Town Mgr. withheld such approval pend- ing action o~ the Town Commission because an inspection by the Town engineer would seem to be advisable before the requested approval is given. The letter dated 4/24/59 from the developers engineer may or may not be meant to include approval of the sub-base, shoulders, etc, but a definite understanding on these points is important. From verbal re- marks of h~Zr. V~Tillis, of Zinke-Smith, the drainage swales will best be completed after the (finished road surface has been applied. Bel Lido has proven a difficult tract to develope. Major portions of it had to be dyked and filled a second time, then great quantities of fill were brought in by truck and some of the roads have been re-rocked a second time. In some parts the land areas are still much less than called for by the plat. The water mains were put in place early in the development work and have sunk as the early fill did. As a result they are more deeply in the ground than is customary. Proof of this is that most of the fire hydrants sank halfway in the ground and have had to be taken up and had extensions added to raise them about a foot and a half. When this operation was done the mains were found to be in muck and water filled trenches. So wet are these sub::surface conditions that when the extend- ed hydrants are ready for replacement, pumping must be resorted to in order to keep water out while the hydrants are re-connected to the mains. Everyone wants to see this development finished as soon as possible but there should be a check of the Sob by the Town Engineer before the fin- ished surface is put on the streets and serious attention should be given to the matter of how water is to be supplied to the lots on the opposite sides of the streets from where the water mains are placed. w .- (minutes continued on page 3) . /~ '~ , .-~- G'I /~~/ Page 3, minutes, ~?ighland Beach Town Commission. 5~5~59 rollowing the reading of the preceding memo there was a general dis- cussion about the progress of the Bel Lido subd.ivisi.on, after which Comrn. Breckenridge moved that "subject to inspection by the Town 'e'n- gineers, permission be granted to the T~igh1_and 'each Development Corp. to proceed with the r~lacing of the asphaltic surface on the roads in Bel Lido." The motion was seconded by Comm. Noble and approved by the affirmative votes of Commtrs Bertash, Breckenridge, Eypel and Noble. There was no dissent. T~"r. Peter Foglia, on behalf. of the Highland Beach Development Corp., requested the Town Commission to p],ace certain lots in Bel Lido in the single family residence zone. The proposed new Ordinance ~'l18 was then read in full and dissussed by the members of the commission and the representatives of the High- land Beach Development Corporation and there was no dissent about its provisions. Comm. AToble moved that Ordinance #118 be passed on its first reading. Comm. Bertash seconded the motion and it was approved by the affirmative votes of Commtrs Bertash, Treckinridge, 'Fypel and Noble. There was no dissent. There was discussion about the current difficulties with the operation of the water .treatment plant, in connection with which T•Rr. Charles Anderson from th.e off ice of the Town Engineers, Brockway, ~feber and Brockway, ?vas present to answer questions of the commissioners, After much discussion by general agreement, the Commission requested Tvir. Comr1. Breckinridge moved that the application of n. S. Ross for building; permit be dentfied. The motion was seconded by Comm. Comm. T?o'ole moved that payr,~ent of these two retainers be authorized. The motion was second- ed by Comm. Breckinridge and approved by the affirmative votes of Comm~rs Rertash, Breckinridge, Eypel ~ Noble, with no dissent. The Town lt~gr. advised that payment of principal and interest on ~~later Bonds would be due on June 1, 1959 in the amount of ""5,130.00 and that payment of principal and interest on Vlater Certificates also would be due on June 1, 1959 in the amount of x;,4,300.00.
