Prior to the monthly mmeeting ®f this date, the members of the Town Commmission met for an informal discussion concerning the subdivision called Highland Beach Isles. A].1 five members of the commission were present. and Town Manager Hertwig as well as Mnasers Wm. Zinke, Russell Thompson and Cut Warner. All oP the details relative to the problemms of this subdivision were again discussed is some detail with a view to seeing if some basis could be agreed upon for the substitution of a sxibdivisioa bond f©r. the cash security an dep©ait with the Taws as a guarantee t© insure completion of the improvements is the aforesaid subdivision. The previous meeting on this question had been recessed in order to have the Town Engineers make an inspection and report on the progress mmade and t® be mmade in connection with the aforementioned work and immprovements in Highland Beach Isles. Two reports were presented and read Pre~t the Town Engineers, Brockway Weber ~e Brockway. They are dated March 27, 1958 and March 3l, 1958. After a thorough consideration of -these reports the co~mnissionera were of the opinion that it w~u1d be unwise to release as mmuch as 75~ ®f the security mmoney in question. They proposed to Mr. Zialce that somme alternate arrange mment might be mmade where the Town would order the water gain aaterial and pay for same when it was delivered on the fob. Mr Zinke consulted with his office by telephone of ter which he sold his firm would, consider only the release of the full nine thousand dollus i~+achange for the pr®ffered subdivision bond. The memmbers of the Commmission were generally agreed that they were unwilling to make such an arrangemment in view of all the related facts and se informed Mr Zinke and the informal meeting thus broke up without coming to any agreement for release of the security Puads. Noble seconded the motion and it was ap- proved by the affirmative votes of Comm~rs Bertash, Breckinridge, Eypel, Noble and Winston, with no dissent. The Town Manager presented for itts second reading Ordinance #117 which had it's passage on f3.rst reading on Januarg 14, 1958. The Title of the ordinance reads as follows; TOWN OF HIGHLAND BEACH, ORDINANCE N0. 117. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, IN PALM BEACH COIINTY, FLORIDA, PRESCRIBING RIILES & REGIILATIONS FOR THE ERECTION, REPAIR, CHANGE. OR ALTERATION OF SIGNS OR PYLONS BEARING SIGNS IN SAID TOWN'; PROVIDING FOR THE SIIBMISSION OF PLANS AND SPECIFICATIONS AND THE MAKING. OF APPLICATION FOR PERMITS FOR THE ERECTION, REPAIR, CHANGE OR ALTERATION OF SIGNS OR PYLONS BSARING SIGNS; PROVIDING FOR FEES FOR SASD .PERMITS; AND PROVIDING PENALTIES FOR INFRACTIONS OF THIS ORDINANCE. Town Manager Her twig advised that although it was not a legal re- quirement, on previous occasions, the Commission had notified the residents of the Town about the impending. election, by means of a letter. Comm. Noble moved that the same idea be carried out this time $lso. The motion was seconded by Comm. Breckinridge and pass- ed by the affirmative votes of Camm~rs Bertash, Breekinridge, Eypel, Noble and Winston. There was no dissent. Comm. Breckinridge moved that the meeting be recessed two weeks to 9;30 A.M. on April 15~ 1958. The motion was seconded bg Cow.
