Lewin called the meeting to order at 9:30 a.m. Also in attendance were David Goldberg, Miriam S. Zwick, John J. Pagliaro, John L. Papera and Sydel Frohlich. Dean H. Luce was absent. Also in attendance was Building Official Bob Dawson. APPROVAL OF MINUTES Upon MOTION by MR. PAGLIARO/MRS. ZWICK, the Minutes of the July 17, 2002 Quarterly Meeting were unanimously approved. OLD BUSINESS/NEW BUSINESS Mr. Dawson discussed and answered all questions regarding current Building Status Report. • OTHER BUSINESS Vice-Chairman Lewin read several letters of correspondence into the record: . AI McNamara's letter of resignation .Attorney Sliney's letter regarding the Florida Sunshine Law . Mayor Reid's letter pertaining to pay changes for Board members . V-Ch Lewin read a letter to the Town Commission which he prepared and to be from the board noting request from the Board regarding permitting applications. This will be typed and distributed as noted. Election of officers was conducted with MOTION by Mr. Pagliaro/Mrs. Frohlich nominating Mrs. Zwick as Chairperson, MOTION by Mrs. Zwick/Mr. Pagliaro nominating Mr. Goldberg as Vice-Chair, and MOTION by Mrs.Zwick/Mr. Goldberg nominating Mr. Luce as Secretary. All motions met with unanimous vote. Mrs. Zwick presented a Certification of Appreciation to Mr. Lewin for completion of his six year tenure on the Board. The next Quarterly Meeting is scheduled for January 15, 2003. With no further business to come before the Board, MOTION to adjourn was made by MRS. ZWICK/MRS. Cc: Mr. Ben gs-Town Manager Mr. Bob Dawson-Building Superintendent Code Enforcement Board Members Dear Commissioners: ME Ka" ~`, ~ ~`'``~ We the undersigned Code Enforcement Board of Highland Beach want to bring to your attention the increasing use by owners (condo, home, property and building managers) of unlicensed, unqualified, uninsured contractors, handymen, do-it yourselfers, etc. These people are working unregulated in Highland Beach without permits. A great percentage of the work done has and is creating hazardous conditions to both property and life. • A partial hazard list includes fire (i.e. faulty and improper wiring due to both sub-standard labor and materials), flooding potential by improper plumbing techniques and use of sub-coded materials, cutting holes in fire walls left unpatched thereby creating a chimney effect for rapid advancement of fires and smoke, overloading the capacity of circuit breakers, etc. After discussing these matters amongst ourselves and Bob Dawson over the past several years, we suggest the following recommendations be implemented immediately. 1. Establish, publish, and enforce a uniform Highland Beach Permit Policy and Procedures to include a. Highland Beach must permit all work b. Only licensed and insured contractors will be permitted 2. Educate owners and building/property mangers a. As to Highland Beach's permit procedures and enforcement b. Utilize the Town Manager's building managers m~hly meetings to enforce the Permitting requirements, procedures nd compliance. Non- complying managers to be reported to Florida's managers licensing bureau for punitive action with recommendations for license revocation in the case of multiple, repeat and/or severe violators. 4. Stricter enforcement of contractors licensing (a license for one trade doesn't`~ualify a contractor for all trades). _ ~' t'~ ~1 (~R'-J~ ~ 5~ct,'~. ~c ~`q~Ys ~J'~R~°~}{CI-~' - ~~t c~~~- ,°~ ~a4en~- We urgently request that these recommendations as well as any additions and/or modifications be implemented immediately before a catastrophe occurs.
