2003.07.15_CEB_Minutes_RegularTOWN OF HIGHLAND BEACH CODE ENFORCEMENT BOARD QUARTERLY MEETING Wednesday, January 15, 2003 9:30 A.M. Chair Miriam S. Zwick called the meeting to order in Commission Chambers at 9:30 a.m. Also present Vice-Chair David Goldberg, Members John J. Pagliaro, John L. Papera, Sydel Frolich and new member Carole Frankel. Secretary Dean H. Luce was absent. APPROVAL OF MINUTES Upon MOTION by MR. PAGLIARO/MR. GOLDBERG, the Minutes of the October 16, 2002 Quarterly Meeting were unanimously approved. ELECTION OF OFFICERS Upon MOTION by Mr. Papera/Mr. Goldberg it was recommended that existing positions remain as is, due to just having an election in October of 2002. Motion met with unanimous vote. Miriam Zwick will remain as Chair, David Goldberg as Vice Chair and Dean Luce as Secretary. OTHER BUSINESS • The Board members reviewed the Building Status report, and there were general questions regarding projects in town. Chair Zwick welcomed new member Carole Frankel. With no further business to come before the Board, MOTION to adjourn was made by MR. PAPERA/MR. PAGLIARO at 9:50 a.m. The next Quarterly Meeting is scheduled for April 16, 2003. APPROVAL: Miriam S. Papera Sydel Frohlich Carole Frankel • Date: ~~~(~ ~~ n u MEMORANDUM December 1, 2002 TO: Town Commission Town of Highland Beach From: Code Enforcement Board Dear Commissioners: We the undersigned, Members of the Code Enforcement Board of Highland Beach, want to bring to your attention the increasing use by owners (codo, home, property and building managers) of unlicensed, unqualified, uninsured contractors, handymen, do-it yourselfers, etc. These people are working unregulated in Highland Beach without permits. A great percentage of the work done has, and is creating hazardous conditions to both property • and life. A partial hazard list includes fire (i.e. faulty and improper wiring due to both sub-standard labor and materials), flooding potential by improper plumbing techniques and use of sub- coded materials, cutting holes in fire walls left unpatched thereby creating a chimney effect for rapid advancement of fires and smoke, overloading the capacity of circuit breakers, etc. After discussing these matters amongst ourselves and Bob Dawson over the past several years, we suggest the following recommendations be implemented immediately: 1. Establish, publish and enforce a uniform Highland Beach Permit Policy and Procedures to include a. Highland Beach must issue a permit for all work b. only licensed and insured contractors may obtain permits 2. Educate owners and buildinglproperty managers. a. as to Highland Beach's permit procedures and enforcement b. that owners have the ultimate responsibility for compliance and will be held accountable by fines and penalties. • Town Commission Page 2 3. Utilize the Town Manager's building managers meetings to enforce the permitting requirements, procedures and compliance. Non-complying managers to be reported to Florida's Managers Licensing Bureau for punitive action with recommendations for license revocation in the case of multiple, repeat and/or severe violators. 4. Stricter enforcement of contractors licensing (a license for one trade doesn't quality a contractor for all trades.) 5. Highland Beach have a specific code enforcement officer who should report all violations to the Code Enforcement Board. We urgently request that these recommendations as well as any additions and/or modifications be implemented immediately before a catastrophe occurs.
