1958.06.03_TC_Minutes-' (~~anutes) Highland Beach Town Commission. June 3, 1958. (Aregular monthly meeting) The meeting was called to order at (9:30 a.m. by ~:ayor E`ypel. Also pre- sent sere Commis Bertash, Noble gc~'Yinston, and Town M'g'r Elertwig. Comm'r Breckinridge was absent being out of Town. Also attendingEthineers meeting were :,2r. Chas A. Anderson representing the Town D~CiE ng Brockway, Weber & Erockway and Mr. John Birdsall of the Birdsall Constric- tion Company. l~Tinutes of the meeting of A.~ay6 & 7, 1958 were read and approved on mo- tion of Comm. Noble, seconded by Comm. Winston and the affirmative votes of Commis Bertash, E`~tpel, Noble and ~~iinstom. There was no dissent. Town Mtg'r Hertwig read a brief report of the inspection trip of bray 29 at the mater treatment plant and suggested that it would be in order to discuss the question of final payment on the contract. Mr. Anderson, from the office of Brockway, Weber & Erockway presented their final pay estimate showing a balance due;on the contract price, amounting to X6,252.35. There were also extra items, approved by the Brockway of- fice, amounting to X801.98. Against this amount there were credits due the Town in the amount of X435.98. Also due the Town was an item of several hundred dollars,a burned transformer at the pump house and some related expense at that time, There was considerable question and discussion as to whether these extras were properly chargeable against the Town and the members of the commis- sion inquired carefully into the subject. rlir Birdsall said he felt the extras were proper and justified but that he realized the Town had been put to much delay and trouble in getting the plant into operation and to maintain harmonious relations he would waive the extras and accept tre balance of the base price of the original contract. After some fur- ther discussion most of the commissioners felt that the settlement pno- posed by TJIr. Birdsall was fair and reasonable and Comm. Noble moved that the final payment be made on that basis and that the water treat- ment plant be accepted. The motion was a~ seconded by Comm. Bertash and approved by the affirmative votes of Comm. Bertash, ~rpel, Noble and Winston without dissent. Concerning the required new control fcr the lime mixing motor, there was general agreement that it was essential and Mr. Anderson was re- quested to immediately provide specifications so that it could be in- stalled with a minimum of delay, the Town to pay the cost. In response to requests from the Town Engineer~a office and from the contractor, Mr. Birdsall, members of the Town Commission met at the Water plant to ~tispect the state of the worn and general conditions. Those present were Comm~rs Noble and Bertaah, Commtrs Breckinridge, Eypel and Winston having found it impossible to attant at the time. Also present were Mr. Anderson from the office of Brockway, Weber be Brockway; %r. John Birdsall .of Birdsall Construction Co.; the plant operator, Earl Harvel, Jr. and Town.~anager Hartwig. This was no formal eommission meeting but in any event that question does not arise as no quorum was present. ~~ The plant. operator, Wr. Harve~leapressed satisfaction with the manner in which the filter valves .are npw operating which. was the main pro- blem causing trouble and holding up acceptance of the plant earlier. There was general discussion of the plant and again the question was brought up about the stoppage o~ tj~e lime mining pump whenever there was the slightest current 'interruption. This matter had been discuss- an several previous occasions and T.M. Hartwig stated that he under- stood the controls were to be changed to overcome this weakness. There also was discussion about the need for early removal of lime sludge from the settling basins, T.M. Hartwig stated that he would report conditions to the coming meeting of the Town Commission to be held on June 3, 1958 and he raw guested those present to be at that meeting for a general conference..
