Minutes. Highland Beach Town Commission.
A regular monthly meeting.
September 2, 1958.
The meeting was called to order at 9:30 a.m. by Mayor Eypel. No one
was present except Town Manager Hartwig. A storm watch was in effect
and it was understood that none of the commissioners would attend.
So for lact of a quorum, the Mayor recessed the meeting for one week.

The meeting was called to odder by Mayor"E`ypel at 9:30 a.m. Also pre-
sent weEe Comm~rs Noble and Bertash and Town Manager Hartwig. Comm~rs
Breekinridge and Winston were absent.
Minutes of the meetings of August 1, 1958/ August 5, 1958/ August 19,
1958 and August 26, 1958, were read and approved on motion of Comm.
Noble, seconded by Comm. Bertash and the affirmative votes of Commtrs
Bertash, impel and Noble. There was no dissent.
The Town Manager presented a revised plot plan for Highland Towers,
showing a revised location of the building to stay further from the
ocean, and a revision of the parking arrangement. Formal issuance of
the building permit had been withheld pending fin~.~, determination of
these questions. Comm, Noble moved that the Town Manager be authorized
to issue the building permit in question. Comm. Bertash seconded the
motion and it was approved by the affirmative votes of Commtrs Bertash,
~ypel and Noble, with no dissent.
Town Mgn. Hartwig suggested that the Commission should consider the
need for more complete Building inspection in the Town. There was gen-
eral discussion of the matter but no formal action was taken. It was
agreed that the Town Mgn. and the several commissioners would make some
inquiries into the matter and report their results and conclusions to
a later meeting.
There was discussion about appointment of directors to serve on the
Palm Beach County Resources Development Board but no formal action was
taken.
The performance bond for completion of the Bel Lido subdivision is due
to expire in October and after some discussion the Town Mgr iRas request-
ed to arrange an informal meeting with the developers to find out what
are their plans and intentions in the matter.
Town Mgr Hartwig presented a condensed statement of Town finances as of
August 19, 1958 and requested that it be approved and made a part of the
minutes of this meeting. After consideration of the various items, Comm.
Noble moved that the statement be accepted and approved and made a }art
of these minutes. Comm. Bertash seconded the motion which was approved
by the affirmative votes of Comm~rs Bertash, Eypel and Noble. There was
no dissent. The statement follows on the following page, page 2 of

EQUALIZATION BOARD ON TAX ASSFSSMFNTS .
Notice of Meeting to be held September 2, 1958.
Notice to all property: owners and taxpayers of
the Town of Highland Beach, Florida;
YOU WILL PLEASE TAB NOTICE that the Town Commission of the Town of
Highland B®ach, Florida, will meet at the Town Hall, on the 2nd day of
September, 1958, at 2:30 o'clock p.m., for the purpose of sitting as a
BOARD OF EQUALIZERS, to hear complaints and receive t®stimony as to the
value of any property, real, personal, tangible or mixed, as fixed by
the Town Assessor of Taxes, and/or for perfecting, reviewing and equal-
izing the assessments of taxes Por the year 1958.
The Town Commission as a Board of ~q,ualizers, shall have the right to
make all inquiries necessary and to take testimony for the purpose of
determining the value of of any property
within said Town, in order that the Town Commission may revise and
equalize the Town Assessments.
Owners and agents of property who desire may appear before the Town
Commission and make their complaints at that time, and the Town Com-
mission, if unable to hear all complaints at that time, on that day,
will continue in session from day to day for a period of at least
three days or so long as it shall be necessary.
This notice is posted on the Town Bulletin Board in the Town Hall
in aecordanc,e with, the Charter Act and the Code of the Town.

Town of Highland Beach.
The Tax Assessor presented the Tax Assessment Rolls 9f property within
the Town of Highland Beach, for the year 1958 and the Roll shows the
following valuations;
1958 TAX ROLL, TOWN OF HIGHLAND BEACH, FLORIDA.
Total value of all taxable Real Property ........4,498,260.
Total value of all taxable Personal Property .... 84 220.
Total value of all Taxable Property ....... 4,582,480.
Value of Exemptions ............. 126 000.
Gross Total Assessed Value of All Property.,..... 4,708,480.

The Commission reviewed the Tax Roll and the Assessed valuations as
shown thereon and the Mayor inquired whether there were any property
owners, or representatives of same, present who wished to make any
protest or objection concerning the Assessment Roll.
No persons questioned or protested the Assessment Roll and the several
Commissioners stated that they had no knowledge of any such persons
who desired to be heard. After Further discussion of the Tax Roll, it
was agreed to recess the meeting so as to allow additional opportunity
for interested parties to make protest if they wished.
Comm. Noble moved that the meeting be recessed to 11:00 a.m. on October
7, 1958;.that the Tax Assessor be directed to keep regular office hours
at the Town Hall on September 10th, 11 th and 12th, 1958, and to have
the 1958 Assessment Ro11 available for inspection by any properly inter-
ested parties who might wish to examine or protest the assessments; to
present such protests, if any, for the Boardts consideration when it
again meets on October ?, 1958, and if there are no such protests to
draw up the usual resolution of approval of the Tax Roll for adoption
at such meeting. The motion was seconded by Comm. Bertash am d approved
by the aff irmative votes of Commtrs Bertash, ~ypel and Noble. There
was no dissent and so the meeting was wax recessed to X 11:00 a.m..
on October 7, 1958.

The Town Mgr. presented the following report on the results of a
recenit trip o Jacksonville.
Report on proposed acquisition of 520 foot tract
of F Canal frontage for Town purposes.
As authorize by the. Town Commission, the Mayor and the Town Manager
went to Jacksonville on August 28th 1958 to attend a meeting of the
F.I.1Q.D. and. see what could be done about this matter.
Arriving the after3~oon before the formal meeting, an informal meeting
was arranged ith several members of the F.I.N.D. as it was believed
that more co d be accomplished that way. .Present at the meeting were
Comm. Gleaso Stamb®ugh who is the local representative on the District
as well as t e Chairman at this time. Also Col. Shull, the Army ~gin-
eer presentl in charge for the Federal Government. Several other mem-
bers of the .I.N.D. were also present.
It was defin3~tely established that the plat in question could only be
acquired by he Town under the following rigid conditions.
(A) The p at would have to be appraised at its full value by an
apps ser satisfactory to the F.L.N.D: The. appraisal fee
would have to be paid for by the Town.

(B) The T wn would then have to pay the a psised value but only
after the owner of the adjacent land~as given a prior oppor-
tunit to purchase it, and failed to exorcize such opportunity.
These Condit ons seemed almost certain to kill any chance the Town
might have t acquire the plat on a favorable basis and it was con-
sidered a wa to of time to wait over another day to attend the meet-
ing.
It would see that the best procedure is to defer any action on this
matter until the winter months. Then if the owner of the adjacent land
comes south t may be possible to meet with him and explore whatever
possibilitie the situation may present.

By general a~reement the cominiss3on decided to accept the above report
and to table the matter.
There was di c~ission of the budget for the coming fiscal year, as sub-
mitted by th Mayor at an earlier m®eting. Some revisions were proposed
but approval was deferred until the 'Tax Roll can be equalized.

The Town Manager requested approval for payment of two special items.
Reimbursement of X88.95 expenses paid for trip to Jacksonville and
X55.00 to the Delray Office Su ply for cleaning and adjusting the
typewriter in the Town Managers office. Comm. Nertash moved that pay-
ment of the two items be approved. The motion was seconded by Comm.
Noble and approved by the affirmative votes of Comm~rs Bertash, ~ypel
and Noble, without dissent.
The meeting was adjourned on motion of Comm. Noble, seconded by Comm.
Bertash and the affirmative votes of Commtrs Bertash, Eypel and Noble.
