1. CALL TO ORDER
Mayor Hillman called the meeting to order at 1:30 P.M.

3. PLEDGE OF ALLEGIANCE
The Town Commission led the Pledge of Allegiance.
4. PUBLIC COMMENTS (LIMITED TO SPECIAL MEETING ONLY: 3 MINUTES)
Mayor Hillman called for public comments. Town Clerk Gaskins stated that Mr. Barry
Donaldson was present. There was no additional preregistration for public comments.
5. FIRE FEASIBILITY STUDY
1. Continued discussion of the Highland Beach Fire Feasibility Study
Town Manager Labadie presented this item.
Mr. Robert Finn with Matrix Consulting Group joined the meeting virtually. He presented
a PowerPoint presentation updating the Town Commission on the Fire Department
Feasibility Study findings related to creating a municipal fire department versus
contracting services. He spoke about the objectives of the study, the methodological
overview, the current system, the insurance services organization (ISO), Call Demand by
Type, Call Demand by Hour and Day, Options for Fire and EMS Service Delivery; Status

Quo including the pros and issues; Municipal Department including the pros and issues,
implementation timeline and costs, personnel, operations, and indirect costs; Hybrid
System including the pros and issues, implementation timeline and costs, personnel,
operations, and indirect costs; Public Safety Concept pros and issues, implementation
timeline and costs, personnel, operating and indirect costs; and Cost Comparison of
Options.
Following the presentation, the Town Commission has a comprehensive discussion
regarding the updates present by Mr. Finn with Matrix Consulting Group.
Fire Chief Tomey spoke about the quality and services provided by the City of Delray
Beach Fire Rescue and the components necessary to create a Fire Department and the
ISO ratings. He presented a PowerPoint presentation discussing the mission statement,
the values, its proud professional organization, the 15 departments in Florida with both
ratings, Delray Beach Fire Department organizational chart, maps, Highland Beach Unit
responses in Highland Beach, unit responses for Highland Beach into Delray Beach,
direct resources provided under the interlocal agreement; the indirect resources received
as part of a system; additional resources received as part of a system; residential
structure fire response - first response 17 personnel; high rise structure fire response -
initial dispatch 20 personnel - when fire is confirmed = additional 25 personnel;
emergency medical response; what he town would need to create its fire department; Fire
Equipment and costs; EMS equipment and costs; what you would need to create your fire
department; two-person versus three-person rescue; and Fire Chief Tomey's closing
statement.
Mayor Hillman thanked Fire Chief Tomey for his remarks.

Mayor Hillman tasked the Town Commission and staff with the following assignments:
Commissioner David will work with Town Attorney Torcivia to review the contract to
identify areas in the contract whereby our partners did not live up to the contract. Also,
there may be areas of concern that the Town needs to consider that the City of Delray
contract did not do address.
Commissioner Gossett-Seidman will continue to look at the medical charges and
transport. Compare the charges and collection with a couple of other cities. She will also
look into the remittance to Highland Beach.
Vice Mayor Moore will look into the contract and look at some of the payments received
by the Town versus those covered in the contract. She will work with Town Manager
Labadie because the report received from Mr. Finn has incorrections in several areas.
There is a possible series of excessive costs charged to the Town by Delray Beach.

Commissioner Shoemaker will work with Mr. Finn (Matrix Consulting Group) to develop a
series of bullets and points of what should be in a contract that is not already incorporated
into the current contract.
Mayor Hillman will work with Town Manager Marshall Labadie and Finance Director
Mathew Lalla on three strategies, the cost, budgeting, and working with charts on the
three so that the timing and critical path are conclusive.
The item will come back at April 6, 2021, Town Commission meeting for further
discussion.
Commissioner Gossett-Seidman will also find out basic information on maintenance and
repairs for ambulance services.
Chief Hartmann will speak with the two fire departments (the City of Lighthouse Point and
the Village of Tequesta) to obtain their data related to fire and rescue services.
Town Attorney Torcivia spoke about the Certificate of Public Convenience and Necessity
(COPCN) process related to when the county opens its window to accept applications for
a municipal to establish a fire department. The County opens its application window every
six years, and the next window opens in August 2022. He also stated that the Town
could try to amend the County Ordinance related to emergency medical transport
services.

Commissioner Peggy Gossett-Seidman had no comments.
Vice Mayor Natasha Moore had no comments.
Mayor Douglas Hillman thanked Fire Chief Tomey and staff for their presentation.
