Vice Chair John L. Papera called the meeting to order at 9:30 a.m. In attendance were
Dean H. Luce, John J. Pagliaro, Sydel Frohlich and Martin Sahn. Also in attendance
was Building Official Bob Dawson and members of the general public.
This meeting was called to hear the following code enforcement violations:
Deputy Town Clerk swore in any member of the public who would be testifying.
Case No. 03-23: Ceaire Condominium Assoc. Inc.

Re: Violation of Chapter 1; Florida Building Code. Failure to obtain a building permit
to remove windows and replace with a door.
Mr. Dawson noted that not only was the work done without a permit, the sliders open to
empty space which is a safety hazard. A balcony or some type of guard rail must be
placed at the door.
Mr. Frank Palonti (sp), owner of the unit stated that he will fix and do whatever needs
to be done to bring the project up to code.
A progress report shall be given to the board at its April 21, 2004 quarterly meeting.
After further discussion, the following MOTION was made by MR. PAPERA/MR. LUCE:
THE DEFENDANT SHALL HAVE TEN (10) DAYS TO FILE FOR AN
APPLICATION. IF HE DOES NOT, A FINE OF $100 PER DAY WILL BE
IMPOSED FOR EACH DAY VIOLATION CONTINUES TO EXIST.
MOTION met with unanimous approval.

RE: Empty Lot across from 2375 S. Ocean Blvd.
Mr. Dawson provided background information on the issue. Mr. Baker has repaired the
seawall, but sinkholes continue to form. Neighbor Maury Rubin of 2375 S. Ocean Blvd.
stated that he is concerned for the safety of his children, and that sinkholes continue to
form, indicating that the seawall is still in disrepair.
After lengthy discussion, the following MOTION was made by MR. PAPERA/MR.
PAGLIARO:
THE DEFENDANT SHALL, WITHIN TEN (10) CALENDAR DAYS OF THE
DATE OF ORDER, SHOW EVIDENCE OF COMPLETION OR PROOF OF
MAKING EFFORT TO COMPLETE THE NECESSARY REPAIRS TO
SEAWALL, AND TO BACKFILL SINKHOLES. IF DEFENDANT DOES NOT
COMPLY, A FINE OF $250 PER DAY WILL BE IMPOSED.
MOTION met with unanimous approval.

With no further business to come before the Board, MOTION to adjourn was made by
