1. CALL TO ORDER
Mayor Hillman called the meeting to order at 1:30 P.M.

3. PLEDGE OF ALLEGIANCE
The Town Commission led the Pledge of Allegiance.
4. ADDITIONS, DELETIONS, AND APPROVAL OF THE AGENDA
Mayor Hillman added a "Discussion on the Point of Distribution (POD) established in
Highland Beach" as Item 5A under Presentations / Proclamations.
MOTION: Babij/David â To approve the agenda as amended.
The motion passed on a 5 to 0 vote.
5. PRESENTATIONS / PROCLAMATIONS
A. Discussion on the Point of Distribution (POD) established in Highland Beach
(This item was added to the agenda)
Mayor Hillman spoke about the POD held in Highland Beach, at St. Lucy Catholic Church,
last week and mentioned it was well organized and ran smoothly_ . He thanked Town
Manager Labadie, Chief of Police Hartmann, Fire Chief Tomey of the City of Delray
Beach, Father Horgan of St. Lucy Catholic Church, Palm Beach County Commissioner

Vice Mayor Weinroth, and Doctor Alonzo for their participation and execution of the POD
for the COVID-19 vaccine in Highland Beach.

reappointment for a three-year term

Planning Board - One vacancy for an unexpired term ending April 30, 2022, and

8. ORDINANCES AND RESOLUTIONS
A. Proposed Ordinance / 10-Year Water Supply Work Plan
An Ordinance of the Town of Highland Beach, Florida, adopting a 10-Year Water
Supply Work Plan pursuant to Section 163.3177, Florida Statutes and amending the
infrastructure (Portable Water Supplement), Coastal Management Conservation
and Capital Improvement elements of the Town Comprehensive Plan as they relate
to the 10-Year Water Supply Work Plan; providing for transmittal to the State Land
Planning Agency; providing for severability; providing for conflicts; and providing
an effective date.
Mr. Tyler Davis and Ms. Julia Backlund of Globaltech were present at the meeting. Mr.
Davis provided comments about the 10-year Water Supply Work Plan (for more
information about this item, please visit the Town's Media Archives & Minutes webpage
to access and view the audio/video recording).
Discussion proceeded about quality portable water in Highland Beach; a tiered pricing
structure to preserve and conserve the water supply; a back-up water supply system in
the event the Town of Highland Beach, the City of Boca Raton or the City of Delray
Beach's systems goes down; institutional designation of the existing land-use map,
exploring the terms and possible extension of the Bulk Water Agreements with the City
of Boca Raton and the City of Delray; the replacement of the water meters throughout the
Town; the Town codes related to conservation; ensuring that the Town's codes are in
compliance with state recommendations; the reciprocal arrangement of supplying water
in emergency situations to either the City of Boca Raton or the City of Delray Beach and
reclaimed water.
Mayor Hillman asked Town Manager Labadie to forward a copy of the City of Boca Raton
and City of Delray Beach's Bulk Water Agreements to the Town Commission.
MOTION: Shoemaker/David - To approve the Proposed Ordinance.
The motion passed on a 5 to 0 vote.
Town Clerk Gaskins stated there were no public comments for this item.

11. NEW BUSINESS
A. Update on the 2020 Strategic Priorities Plan.
Mayor Hillman read Item 11A title into the record.
Town Manager Labadie provided an update on the Strategic Priorities Plan including the
current statute on several projects and initiatives.
There was discussion about changing several sentences in the "Our Values" statement
so that the "A" would read "Assure fiscal responsibility and accountability with integrity at
every level," and the "L" would read "Listen to the needs of our citizens."
B. Discussion and review of the Strategic Communication Plan.
Mayor Hillman read Item 11 B title into the record.
Town Manager Labadie introduced this item.
Library Director Lois Albertson presented this item and talked about the Strategic
Communication Plan.
There was a consensus of the Town Commission for Library Director Albertson and the
Communication Team to focus on the consumer segments/important content for the
Strategic Communication Plan.
C. Discussion on Invasive Species Plants Identification Plan, Root Systems, and
Infrastructure and to delegate the Natural Resources Preservation Advisory Board
with this matter. Commissioner Gossett-Seidman
Mayor Hillman read Item 11C title into the record.
Commissioner Gossett-Seidman introduced this item.
There was discussion about the removal of invasive species on private properties as well
as the removal of invasive species from utility lines and poles. Also, there was further
discussion about Section 28-7(e) of the Town codes as it relates to hand removal of
invasive species and the required maintenance plan associated with invasive species.
MOTION: Gossett-Seidman/Hillman - To have the Natural Resources Preservation
Advisory Board review the conversation and take up identification and
possible removal of invasive species, particularly at light poles and
streetlights.
AMENDED
MOTION: Babij/David â To have the Natural Resources Preservation Board identify
invasive species.
The motion passed on a 5 to 0 vote.

D. December 01, 2021 - Commission Meeting Minutes
MOTION: David/Shoemaker - To approve the December 1, 2020, Commission
meeting minutes as corrected.
The motion passed on a 5 to 0 vote.
12. TOWN COMMISSION COMMENTS
Commissioner John Shoemaker talked about communicating plans for the COVID-19
vaccines.
Commissioner Evalyn David echoed Commissioner Shoemaker's comments.
Commissioner Peggy Gossett-Seidman mentioned that John Prince Park in Lake Worth
was opening for people to get the vaccine, and that people should contact the Florida
Department of Health or visit their website to sign up for the vaccine.
A. Florida League of Cities Palm Beach County Legislative Delegation Update from
January 7th.
Commissioner Gossett-Seidman attended the Palm Beach County Legislative Delegation
meeting last Thursday and provided an update on the following:
The issues with the supply chain for the COVID-19 vaccine; Representative David Silvers,
Delegation Chair of the Palm Beach County Legislative, working to move vaccines that
were possibly held back to the forefront for the general public; Palm Beach County State
Attorney Dave Aronberg addressing the closure of Sober Homes due to the COVID-19
pandemic; Airbnb's remaining closed in the Southeast Florida area; a change related to
restitution for individuals who commit crimes of theft; the investigation on MorseLife
related to vaccination of out of state residents without a proper course of action; Palm
Beach County Property Appraiser Dorothy Jacks speaking on flood damage, home value
project for hurricane season and the anticipated tuition increase for colleges; a local bill
presented to Palm Beach County regulating the use of fireworks within Wellington and
about the Indian River Lagoon.
B. State Appropriations Request Update
Commissioner Gossett-Seidman presented a PowerPoint Presentation and provided a
brief update on the state appropriations request.
Vice Mayor Greg Babij had no comments.
Mayor Douglas Hillman had no comments.

13. TOWN ATTORNEY'S REPORT
Town Attorney Torcivia had nothing to report.
14. TOWN MANAGER'S REPORT
Town Manager Labadie thanked Sergeant Paul Shersty, Officers Wentz, DeBruyne, and
Reid for their hard work with several arrests on December 22, 2020. He also thanked
Detective Fernandez for assisting Mr. Woods with the broad search and request. Lastly,
he provided comments about the COVID-19 vaccine and indicated that residents were
signing up for the Town's email subscribers list for communication purposes.
15. ADJOURNMENT
Mayor Hillman adjourned the meeting at 3:52 P.M.
