Highland Beach, Florida 33487 1. CALL TO ORDER Mayor Hillman called the meeting to order at 1:30 P.M. 2. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. APPROVAL OF THE AGENDA MOTION: David/Gossett-Seidman - To approve the agenda as presented. The motion passed on a 4 to 0 vote. 5. PRESENTATIONS / PROCLAMATIONS A. None. 6. PUBLIC COMMENTS Mayor Hillman called for public comments. ANNOUNCEMENTS Mayor Hillman read the announcements as follows: A. Board Vacancies 1. Board of Adjustment & Appeals Board - Two vacancies and one upcoming reappointment for a three-year term Financial Advisory Board - One vacancy and three upcoming reappointments for three-year terms Natural Resources Preservation Advisory Board - One upcoming vacancy and four upcoming reappointments for three-year terms Planning Board - One vacancy for an unexpired term ending April 30, 2022 and one upcoming reappointment for a three-year term B. Town Commission Meeting March 11, 2021 - 9:30 A.M. Planning Board Meeting C. Board Action Report 1. None. Town Commission Meeting Minutes Date: February 02, 2021 Page 3 of 6 8. ORDINANCES A. Ordinance No. 2021-003 / Modify Construction Work Hours An Ordinance of the Town of Highland Beach, Florida, amending Chapter 12, "Construction Sites," of the Town Code of ordinances, to modify the permitted construction hours and adopt new regulations for construction activities on Saturdays; providing for the repeal of all ordinances in conflict; providing for severability and codification; and providing for an effective date. (First Reading was January 5, 2021). Mayor Hillman read Ordinance No. 2021-003 title into the record. Building Official Jeffrey Remas joined the meeting virtually and introduced this item. There was a discussion about the hardship option, and Town Manager Labadie explained that the hardship component was related to urgent necessity. MOTION: David/ Shoemaker - To adopt Ordinance No. 2021-003 as presented. Upon roll call, the motion passed on a 3 to 1 vote with Commissioner Gossett- Seidman dissenting. 9. CONSENT AGENDA A. None. 10. UNFINISHED BUSINESS A. Discussion on Take Pride in our Beach Education Initiative regarding banner options Mayor Hillman introduced this item and presented a PowerPoint presentation of the two banner options, which are as follows: Option One: Banner description included the "Clean Beach = Healthy Beach" slogan with the goldenrod-color top and bottom background and the Town's logo in the upper corner. Option Two: Banner description included the "Clean Beach = Healthy Beach" slogan with the slate blue colored background excluding the Town logo. It was the recommendation of the Town Commission to select option one banner (as described above). However, if the Natural Resources Preservation Advisory Board (NRPAB) preferred the option two banner and the Board selected the slogan "Take Pride in Our Beach" it would be acceptable. Mayor Hillman recommended using the word "Your" instead of "Our" in the slogan "Take Pride in Our Beach." Therefore, the slogan would read "Take Pride in Your Beach." Town Commission Meeting Minutes Date: February 02, 2021 Page 4 of 6 11. NEW BUSINESS A. Approval of Commission Meeting Minutes Mayor Hillman read Item 11A title into the record. December 15, 2020 - Commission Meeting Minutes MOTION: David/Shoemaker - To accept the December 15, 2020, Commission meeting minutes as presented. The motion passed on a 4 to 0 vote. 12. TOWN COMMISSION COMMENTS A. Veterans Article: When Divinity Meets War Commissioner Shoemaker spoke about putting together an email master list of veteran residents residing in Highland Beach. He also commented on the Veterans Article: When Divinity Meets War that showcased St. Lucy Catholic Church Pastor, Father Horgan and spoke about other veteran residents he has met. He encouraged all veteran residents to contact Town Clerk Gaskins or himself for information about the initiative. He provided remarks about the postcard he received from the town promoting the town's website and Channel 99. Lastly, he provided comments about email addresses related to public records. Town Clerk Gaskins gave a brief synopsis on the State of Florida Public Records law and the exemption requirements related to providing documents. Commissioner Evalyn David had no comments. Commissioner Peggy Gossett-Seidman provided an update on the revised state appropriations request, which was recently submitted to Tallahassee. She advised that the State Representative will be looking at creating a dialogue with the Florida Department of Transportation and provided comments on the Governor's budget. Mayor Douglas Hillman mentioned that during his participated in a Mayor's zoom meeting with the Health Department, there was conversation about the COVID-19 vaccine. He noted that most of the county's vaccines were being issued to Publix Supermarket and that individuals who made appointments with Publix had good experiences. He spoke about the distribution of vaccines in Broward County versus Palm Beach County; the conversation with the Health Department about the great success that the Town had with the Point of Distribution (POD) in Highland Beach, Delray Beach, and Boca and about a program for homebound individuals to receive the COVID-19 vaccine that could be administered by the Fire Department, when sufficient vaccines become available. Lastly, he mentioned that Palm Beach County Vice Mayor Weinroth's office has created a telephone number to assist individuals who need help signing up for the COVID-19 vaccine and that it will be posted on the Town's website. Town Commission Meeting Minutes Date: February 02, 2021 Page 5 of 6 13. TOWN ATTORNEY'S REPORT Town Attorney Torcivia had nothing to report. Commissioner Gossett-Seidman announced that the Council of Catholic Women of St. Lucy Catholic Church was collecting dry food for the individuals living in the Pahokee area, and she encouraged Highland Beach residents to drop off dry foods at the church. 14. TOWN MANAGER'S REPORT Town Manager Labadie stated he confirmed everything that Mayor Hillman mentioned regarding the COVID-19 vaccine. He noted that Palm Beach County has several mobile units for the COVID-19 vaccine and testing for homebound individuals. He also discussed the lack of internet access for homebound individuals and the availability of the telephone number created by Vice Mayor Weinroth's office. He reported on the following: He expects to receive the draft documentation related to the Fire-Rescue Feasibility Study next week. The Water and Sewer Final report was provided to the Town Commission and that an insert will be included in the utility bill explaining the rate study and what to expect. At the March 2nd Town Commission meeting, the resolution related to the fee schedule will be amended to include the new water rates. The new BS&A Financial Software System was rolled out. The software was user-friendly and staff was going live with the system this week. Commissioner Gossett-Seidman inquired about the heads of the condo boards assisting with the homebound residents. Mayor Hillman explained he was working on this matter. Commissioner Shoemaker inquired about what to anticipate related to the Fire-Rescue Study, which prompted a discussion regarding the process of the matter. Commissioner Shoemaker also talked about the availability of the COVID-19 vaccine for veterans. Town Commission Meeting Minutes Date: February 02, 2021 Page 6 of 6 15.
