2008.09.17_CEB_Minutes_Regular• TOWN OF HIGHLAND BEACH CODE ENFORCEMENT REGULAR/ MEETING MINUTES Wed. September 17, 2008 9.30 a m Chairman Louis Reidenberg called the meeting to order at 9:30 a.m. In attendance were Chair Reidenberg, Sec. Paul Resnick, Members Eugene Diliberto and Lori Wolin. Vice Chair Martin Sahn, Jack Halpern and Frank Colarullo were absent. Also in attendance was Town Attorney Larry Corman, Building Official Bob Dawson and members of the general public. Mr. Reidenberg noted for the record that Mr. Sahn and Mr. Halpern notified Jane Dillon of their unavailability for this meeting, and gave them excused absences. Approval of Minutes Upon MOTION by Mr. Resnick/Mr. Diliberto the minutes of the August 20, 2008 Regular Meeting were unanimously approved. New/Old Business • Update Re AlA Obstruction Issues . Letter/Presentation to the Town Commission Sept. 2, 2008 by Chairman Reidenberg Chair Reidenberg noted that he appeared at the Town Commission Meeting and that with the efforts of this Board, the Town Commission adopted the recommendations that the Board proposed, with the only exception being the hedges. It was asked if the Town would pay for planting hedges, and what other items can be along the road. The Town did not address that, and he noted that the Code Board did not intend for the Town to pay for that. The Commission passed a Motion directing the Town Attorney and Mr. Sugerman to draft an amendment to the Town Code to include the obstruction issues. He noted that the Town Commission was very appreciative of the work that the Board has done. Regarding the Musa property (3719 S. Ocean Blvd.), the house will be demolished, and the penalty will no longer continue beyond that time. Mr. Dawson noted that he did a final inspection and closed the permit. He will provide a Certificate of Completion to Jane for the file. Certificate attached hereto and made a part of these minutes.) MOTION was made by MR RESNICK/MRS. WOLIN to send correspondence to the attorney representing Mr. Musa, that the demolition permit has been closed and the fine will no longer continue. Motion carried. • Code Enforcement Board September 17, 2008 Page 2 of 2 Mr. Reidenberg expressed his appreciation to Building Official Bob Dawson and Recording Clerk Jane Dillon for their assistance to the Board and with the current AlA obstruction process. Resident Al Crab (sp) 3200 block of S. Ocean Blvd. was at the Town Commission Meeting when Chairman Reidenberg presented to the Commission, and noted that in front of Coronado, the grass is all chewed up, and brought up some other issues about obstructions on AIA. Reidenberg Chairman, Code Enforcement Board RE: AlARfght-of--Way Obstructions Acting on your directive, the Town of Highland Beach Code Enforcement Board has investigated, researched and held public hearings and taken the necessary steps to evaluate in order to make recommendations for your consideration as to obstructions on Al A. We propose the following recommendations be adopted as a policy of the Town and/or be made as amendments to the Code of Highland Beach. Strict enforcement by whatever police authority is in effect of all state and town laws regarding parking, speed, bike lanes, turning regulations, etc. 2. Install signs stating no u-turns, no passing on swales, no parking on swales, bike riders, single file only. • 3. Install welcome sign at entrances to Town, stating that all Town laws are strictly enforced. 4. At application for building permit, if upon discretion of the Building Official that parking on Al A may be necessary, contractor shall furnish a copy of their DOT application for parking, prior to issuance of building permit. 5. There shall be no free standing reflectors within the unpaved portion of the right- of-way, permitted. 6. There shall be no concrete pyramids or rounds in the unpaved portion of the right- of-way, permitted. 7. Recommend to all residents the installation of hedges no higher than 18 inches in lieu of reflectors, concrete rounds and pyramids. 8.
