REGULARNVORKSHOP MEETING MINUTES
Wed Mav 21, 2008 9:30 a.m.
Chairman Louis Reidenberg called the meeting to order at 9:30 a.m. In attendance were
Chair Reidenberg, Vice Chair Martin Sahn, Paul Resnick, Sec. and Members Jack
Halpern, Frank Colarullo, Eugene Diliberto and Lori Wolin. Also in attendance was
Town Attorney Larry Corman, Building Official Bob Dawson and members of the
general public.
Aaproval of Minutes
The Minutes of the April 16, 2008 Regular Meeting was approved by Mr. Halpern/Mr.
Colarullo. The Minutes of the April 16, 2008 Public Hearing was approved by Mr.
Sahn/Mrs. Wolin. MOTIONS carried unanimously.
Mr. Reidenberg asked if anyone must miss a meeting, to please let him know, as Town
Policy states that members cannot miss more than two of three successive meetings
without cause and without prior approval of the Chairman. Mr. Reidenberg also handed
out information from the Attorney General regarding usage of a-mails between board
members (information attached.) Mr. Corman felt the best procedure is not allowing
members of the boards to correspond with each other, but go through staff to relay any
• information. Mr. Reidenberg felt the board members were allowed to communicate only
to transfer information.
Old Business
Update on Case No. 2008-01 - 3719 S. Ocean Blvd. -Marco Musa Holdings, LTD
Mr. Dawson noted that he has had a second meeting with architect Shane Ames, and that
Mr. Musa is progressing with plans to build a new house. He reminded Mr. Musa that
the fines are still accruing. Mr. Corman confirmed that the Order placed against Mr.
Musa has been filed with the County. The Board elected to let the fines continue to
accrue.
Discussion suggested that the Board would like Mr. Dawson to inspect the inside of the
building. Mr. Dawson said he will indicate to the homeowner that the Board wants him
to inspect the inside of the property to determine if it is habitable or not.
Mr. Berman, Manager of Toscana HOA - It has been discussed among some members of
his board as to the concern to the condition. of the house. Anything that the Town can do
to put pressure on the owner to bring this to some resolution, would be appreciated.
Chairman Reidenberg is concerned that Mr. Dawson has not been able to go inside the
property, which he was told he could do, and that is a concern to him.

After further discussion, MOTION was made by MR. RESNICK/MR. HALPERN for
Mr. Dawson to contact Mr. Musa's attorney by June 1 enabling Mr. Dawson to inspect
inside of property. If he doesn't hear from the Attorney, contact Mr. Corman so he may
attempt to make contact for the same reason. MOTION carried.
Workshoa - AIA Obstructions
Board addressed Mr. Halpern's letter from a former meeting regarding his role on the
Board of Adjustment and how applicants seek variances, and if the applicant should go to
CEB first if things are constructed without a permit. BOA is instructing Mr. Dawson to
go forth with a code violation before going to the BOA for a variance.
MOTION was made by Ms. Wolin/Mr. Colarullo that the Board recommends that Mr.
Dawson implement procedures discussed, in that applicants who are asking for a
variance, go before the Code Enforcement Board if the item being asked for a
variance was constructed without a permit. Motion carried.
Workshoa (AlA Obstructions)
The Board members compiled a list of their own recommendations as follows:
Lori Wolin -
• • Signage - at either end of Town, welcome signs, no U-turns, no passing on
swales, no parking, bike riders single file only.
• Stronger enforcement from police
• Look at contract for BMS contractors surveying A 1 A for county, and enforce.
• Inform residents of any upcoming construction.
Frank Colarullo -
• Put in low hedges
• Ask St. Lucy Church for use of parking lot for contractors.
Paul Resnick -
• Address parking issues on street
• Educate the public
• Enforce parking regulations
Martin Sahn -
• Move mailboxes back to tree planting line on swales
Jack Halpern -
• Concerned with parking
Louis Reidenberg -
• Obtain communication from the Dept. of Transportation re allowable parking.
• Don't allow reflectors, concrete triangles/rounds etc.
• Place colored surface mounts on sides of the road.
• Instruct police to procedure of stopping violating drivers.

Resident Louis Stern stated that reflectors have helped at the end of Russell Drive/Al A
because since the island was placed at the entrance to the roadway, delivery trucks have a
hard time turning onto the street, and would drive over the grass. With the installation of
reflectors, this problem has stopped. He asked that reflectors be allowed in
circumstances such as this.
