CODE ENFORCEMENT BOARD
REGULAR MEETING MINUTES
January 16.2008 9:30 a.m.
Chairman John Pagliaro called the meeting to order at 9:30 a.m. in Commission
Chambers. In attendance were Chairman Pagliaro, Vice Chair Louis Reidenberg,
Members Martin Sahn, Frank Colarullo and Eugene Diliberto. Jack Halpern and Paul
Resnick were absent. Also in attendance were Town Attorney Larry Corman, Building
Official Bob Dawson and members of the Public.
Approval of Minutes
Upon Motion by MR. REIDENBERG/MR. SAHN, the minutes of the December 19,
2007 Regular Meeting were unanimously approved.
New/Old Business
DISCUSSION FOR RECOMMENDATIONS TO THE TOWN COl~Il1~iISSION
REGARDING AlA.
• Chairman Pagliaro read a draft letter to the Town Commission, then asked for the Board
Members comments. The letter referred to the obstructions on Al A, the findings of the
Board, and asking for the Commissions opinion on handling such issues. (Letter attached
hereto and made a part of these minutes.)
Discussion followed, with Town Manager Dale Sugerman noting that DOT does not
distinguish between mailboxes, reflectors, etc., and just categorizes everything as
"obstructions". Mr. Sugerman suggested that a letter not be sent noting the 8 or 9 major
obstruction items, and wait to have a public forum in order to obtain residents opinions.
Mr. Pagliaro noted that at a former Commission Meeting where this was discussed, the
Commission asked staffto look at this, not the Boazd, so therefore the Board would not
be able to hold public meetings unless directed by the Commission. Mr. Sugerman noted
that he, as staff, was recommending the Board hold a public forum.
The letter was slightly revised to include the safety of AlA, and also that the Board
would like to hold public hearings. MOTION was made by MR. REIDENBERG/MR.
COLARULLO to forwazd revised letter (attached) to the Town Commission for their
review and action. Motion carried unanimously.
Other Business
Election of Officers - As chairman Pagliazo's tenure is up the end of March, the Board
elected to keep him in office as Chairman, then have election of his seat in March, with
the new Chair beginning in April. The Board also elected to keep Louis Reidenberg as
• Vice Chairman and Jack Halpern as Secretary for 2008.

Adjournment
With no further business to come before the Board, Motion to adjourn was made by Mr.
Sahn/Mr. Colarullo at 10:20 a.m.

Dear Mayor Hagelmann,
The Code Enforcerent $oard has spent a year.gathering information regarding :State
Road Al A. We feel that time and events dictate that the Commission and their staff now
create codes that are necessary far the improvement of the aesthetics and safety of
Highland Beach.
The Code Enforcement Board strongly recornrnends to the Town Commission that PVC
stakes, wooden stakes, reflectors, concrete pyramids, and concrete domes not be
permitted in the Al A right'of way. Although the right of way does tend to get chewed -up
by cars, etc. we would instead suggest, low plantings.
We have discussed the issues vc~ith staff and following that discussion believe that the
Code Enforcement Board should hold public hearings regarding this issue and therefore
request the Commission's endorsement to pmce~ed.
