Highland Beach, Florida 33487 1. CALL TO ORDER Chairperson Parks called the meeting to order at 9:30 A.M. 2. PLEDGE OF ALLEGIANCE The Board Members led the Pledge of Allegiance. 4. APPROVAL OF THE AGENDA MOTION: Member Amerling-Stern moved to accept the agenda as presented. Member Matthewman seconded the motion, which passed (6 to 0) unanimously. 5. PUBLIC COMMENT Chairperson Parks inquired about public comments and Ms. Thompson confirmed that there were no public comments. At this point, Chairperson Parks amended the agenda placing Item 9B, Police Presence on the Beach as Item 6A1 under Presentations. Virtual Natural Resources Preservation Advisory Board Regular Meeting Minutes Date: September 23, 2020 Page 2 of 6 MOTION: Member Amerling-Stern moved to accept as Presentations under Item 6A1. Member Halpern seconded the motion, which passed (6 to 0) unanimously. 6. PRESENTATIONS: Al. Police Presence on the Beach - Member Braun (THIS ITEM WAS FORMALLY 9B UNDER NEW BUISNESS) Member Braun spoke about past incidents involving dogs on the beach, police officers patrolling the beaches, and educating dog owners about the Town's codes as it relates to dogs running on the beach without a leash and causing disruption, as well as owners not cleaning up after their dogs. She explained that she is asking for police presences on the beach a few times a week. Town Planner Allen explained that policing or patrolling the beach by the police was outside the purview of the Board according to Section 2-140 Powers and Duties of the Town's Code of Ordinances. The Boards purview is beach clean-up. Chief of Police Craig Hartmann joined the meeting and provided comments about the challenges the police face with obtaining beach access, the police vehicle traversing on the beach during tides and turtle season. He commented that there is no set schedule for policing on the beach, no issues or crime on the beach, and provided comments about residents cleaning up after their dogs. Chairperson Parks spoke about signage being posted near the high tide mark indicating that you are now entering the Highland Beach with rules and regulations near Boca Highlands and Milani Park. Town Planner Allen mentioned that the Town has a sign codes and the signage would have to meet the provisions of the sign code. ACTION: Member Halpern recommended to the Town Commission that we take pride in our community and install "Welcome to Highland Beach" or "You are now entering Highland Beach" or similar language on the north and south side of the Town on the beaches so people are aware that they have come into our Town. Due to a lack of support from the Board, Member Halpern withdrew his recommendation. A. Status Report, July 01, 2020 Board Recommendations Chairperson Parks introduced this item. Town Planner Allen presented this item providing a status report on the Board recommendations that were considered by the Town Commission at the August 4, 2020 Town Commission meeting. She advised the Board of the Town Commissions request for additional information including the number of bags and bucket trees requested by the Virtual Natural Resources Preservation Advisory Board Regular Meeting Minutes Date: September 23, 2020 Page 3 of 6 Board, as well as the cost associated with both. Town Planner Allen presented a PowerPoint presentation showcasing ideas the Board may consider for the implementation of the beach bucket the residents may use for cleanup. She went on to explain that the Town Commission wanted a communication plan so that the Boards may effectively communicate their request and also presented the Board with a recommendation memorandum. The Board discussed the possibility of adopting Boynton Beach's bucket structure ideas and discussed the idea of receiving donations for it. They also discussed the location of where they would place the bucket structures. ACTION: A recommendation was made to consider the idea of a bucket tree which holds plastic buckets that effectively would be placed with labels on them so as to provide the Town residents and visitors to the beach with the opportunity to facilitate the collection of miscellaneous refuse on the beach. Member Halpern moved to accept the recommendation; Member Matthewman concurred with the recommendation, which passed (5 to 0) unanimously. Member Halpern left the meeting at 10:33 A.M The Board discussed publishing Dan Bellante's PowerPoint presentation on the Town website. Town Planner Allen also advised the Board of the Town Commissions strategic priorities list where they addressed the Boards concerns for dune restoration. ACTION: A recommendation was made to Town Commission to facilitate the publishing of Dan Bellante's PowerPoint attached to some aspect of the Towns website so individuals who have property on the ocean can realize that there is an opportunity for their participation in securing the dunes on their property. There was a discussion on how to alert the public on the availability of the PowerPoint and if it should be included in the Managers Minutes, Coastal Star, or other news sharing outlets. Following the recommendation memorandum format created by Town Planner Allen, Chairperson Parks provided a communication outline as to what the Board is requesting the Town Commission to consider. ACTION: To educate the public as to what the public can do to help the Town and its own needs in regard to making this project a worthwhile enterprise. The Board was advised by Terisha Cuebas. Assistant to the Manager that the Managers Minutes are due to come out later in the week and will contain the education piece on dune restoration. 7. APPROVAL OF MINUTES Virtual Natural Resources Preservation Advisory Board Regular Meeting Minutes Date: September 23, 2020 Page 4 of 6 A. July 01, 2020 Regular Meeting Minutes Chairperson Parks asked the Board if there were any corrections to the minutes of July 01, 2020. Hearing none, called for a motion to approve the minutes as presented. MOTION: Member Matthewman moved to approve the July 01, 2020 minutes as presented. Member Amerling-Stern seconded the motion, which passed (5 to 0) unanimously. 8. UNFINISHED BUSINESS There was no unfinished business 9. NEW BUSINESS: A. Community Greening Chairperson Parks read the title into record and referred this item to Town Planner Allen who provided the board with an update of Commissioner Gossett- Seidmans request for the Board to look into Community Greening. The Board discussed whether or not a resolution should be created in order to work with Community Greening. It was the consensus of the Board not to move forward with a recommendation and to table this item. B. Police Presence on the Beach. (THIS ITEM WAS MOVED TO 6AII UNDER PRESENTATIONS) C. Miscellaneous Suggestions - Chairperson Parks Chairperson Parks introduced this item and discussed an email he sent to Town Planner Allen with several different suggestions he wanted to discuss at the Board Meeting. Vice Chairperson Marai introduced the topic of organizing beach cleanup events. The Board discussed their role as an Advisory Board who takes directives from the Town Commission, the coordination of a Town cleanup event in the near future, previous beach cleanup events, placing a banner up in the front of Town hall to alert individuals of the bi- monthly or quarterly beach clean-up titled "The Great Beach Sweep", and the stay-at- home order that may prevent the board from facilitating any sort of gathering to clean the beach. Member Braun exited the meeting at 11:54 A.M. The Board discussed adding a logo to the buckets that would go on the bucket tree or designated bucket structure and how they would go about designing the logo. ACTION: A recommendation was made that the Commission consider allowing "The Great Beach Sweep Project' which would include the implementation of Virtual Natural Resources Preservation Advisory Board Regular Meeting Minutes Date: September 23, 2020 Page 5 of 6 bucket trees which carry 6 to 8 two gallon plasticize buckets and appropriate signage and facilitate a logo, motif or other appropriate theme, while also allowing the Natural Resources Preservation Advisory Board to put up a banner advising the public of the intentions of the project and the manner in which it is intended to be implemented. Ms. Thomason asked for clarification of the recommendation as similar recommendations were already made and was advised by Chairperson Parks that the above recommendation would supersede previous recommendations made on the subject and it would be a combination of everything the Board is asking the Town Commission to consider. 10.
