1969.01.04_TC_Minutesr MINUTES- WORKSHOP MEETING TOWN COMMISSION OF HIDGHLAND BEACH January ~, 1969 A workshop meeting was held at the Town Hall on January 7, 1969.at 9:45 A. M. All Commissioners were present. Mayor Horton informed the Commissioners that there was s shortage of $ 163.04 in the Post Office money and that mt will be brought up at the Town Meeting. The Mayor also brought up~l~the matter of paving Russell Rd. and said that the lot owners should be notified so they could approve or disapprove and that the cost would be divided up among the lot owners. Also the water cost would be divided. The hook-up would be an extra assessment. Commissioner Hackman will check high water bill complaints .from Mr. Ross and Mr. Gall, Jr. of the Beach Terrace Apts. He reported the lease on the fire station and explained the Town's responsibility and theirs,and said a written piece of paper should be developed and will be referred to the Public Works committee to come up ~krith something. Correspondence was read from Dr. Yonker suggesting that Bel Air R~. be changed for more efficient mail delivery and clearer direction purposes. Several new names discussed were Pleasant Rd,B~hnel~Qnean Blvd, and Blue Sky Rd. Mayor Horton brought up the Boynton Inlet matter that had been discussed at a previous meeting. He read a letter from William Hill dated Dec. 9th concerning grciin building, washing away of sand and how to treat the mat- • ter.We are a backup for sister communities, and therefore this~'the only way in which we participate [anless the Town were directly concerned. Mrs. Noble suggested that the drainage canal assessment which does not benefit the town could be diverted to beach erosion. Mayor Horton reported on the Water Plant aperation that Mr. Anderson said that he is directing Harvel & Deland to put in plastic line to tell how fast the backflow is. He has no recommendation as to the type of valve or the number to put in until they find out where the water is going. The new lime pump is to be installed shortly. Commissioner Hackman said that Permutit suggested an increase of from one inch to two inch on the air hose line to alleviate the air problem. in the water. Mayor Horton reminded the Commissioners about the request from Florida Power & Light for a direct buried cable and all agredd it would be good especially in high winds. An amendment ~~lthe Electrical building code will be drawn up. The Mayor then read the proposed Police contract and said it will be read again and open discussion held at the next Town meeting. There is no report as yet on the se~e~s but the committee is quite active. Mayer Horton opened a discussion on the application of a Marina building permit request. Mrs. Noble said that the zoning committee will not acQept the application as it now stands explaining the zoning ordinance re- striction on°'bait and tackle shop. CommissioneerHackman recommended ac- • cepting the zoning committee's decision and Mr. McCook seconded the motion. An application has been submitted for a model for Seagate of Highlands but Mrs. Noble reminded the Commission that a plan for placement of buildings has not been received yet. Commissioner Hackman informed the Commission that 1 PAGE TWO • Osias of Ft. Lauderdale has purchased 350' north of Seagate Highlands for a highrise. Vice Mayor Noble stated that the Attorney for the Town wants to change the zoning of limited business to residential and explained the procedure would be to advertise such changes. Open discussion followed as to number of parking spaces, ruling out schools, and enforcing substantial drive- ways and parking spaces for Churches. Commissioner Hackman stated that the Southern Building Plumbing Code will be presented by Mr. Crego when it is completed, then it can be acted upon. • Mayor Horton explained that the Town's loc ation of reserve land for wells in Bocd. Raton was annexed three years ago and an ordinance passed two years ago could restrict pumping water from these wells. The Town could have to pay taxes on this land, which will be decided later this year. Discussion followed as to the zoning of this land which is now multiple dwelling and would be nice as a park area, and the insurance coverage as to whether the liability is under a blanket policy or spec- ifically stated as well land in Boca.
