1969.02.04_TC_Minutes MINUTES: TOWN COMMISSION OF HIGHLAND BEACH- February 4,-1J3fi~ • The regular meeting of the Town Commission was called to order by Mayor Horton on February 4th, 1969 at 7:10 P. M. All Commissioners were pres- ent. The minutes of the regular January 7th Town meeting and workshop meet- ings of January 4th, 18th, and. 25th were read. All minutes stood. approved as read by the affirmative vote of all present. Correspondence read by Commissioner Beekman included a letter from Mr. Don Ross requesting the Commission to contact the owners of the lot ad- jacent to the north of the Nautilus, asking them to have it cleared. Mayor Horton said the Fire Inspector finds it a fire hazard. Commissioner Beek- man suggested. that clearing the oceanfront lots will make them easily ac- cessible to tresspassers. Open discussion followed. Mayor Horton explained that lot clearing is an ordinance and that the Town Commission is respons- ible for upholding ordinances. Commissioner Beekman moved that a letter be written to the lot owners, but it was not passed due to a lack of a second. Also read was a letter from the Winterhalter Inn that they go on record. requesting a variance in zoning for a restaurant open to the ~ ublic, at some future time. Open discussion followed.. The Executive committee reports a summons has been served from the Circuit Court by Aguirre Corp. against the Town of Highland Beach concerning is- • suance of a permit upon application to build a sporting goods store. This has been turned over to Town Attorney Poulton, who met with Mr. Horton, Crego and. Mrs. Noble. Mayor Horton and Mr. Crego will go to Court Wednes- day February 5thto show cause why a permit should not be granted. Commissioner Beekman reported the taxes collected. to date are $ 47,195.48, outstanding $ 8,441.13. Commissioner McCook reported that the auditors have been in, working with Mrs. Roberts on the books. Total expenses to date are $ 33,888.57, income to date $ 79,647.77. He reported that there is sufficient money in the budget to cover the cost of hiring Timothy Barrows. He then moved to pay Mrs. Mognet $ 2.00 an hour for 10 hours work, done since her departure. It was seconded by Commissioner Beekman and unanimously passed. Commissioner Noble moved. that Timothy Barrows, Architect of Boca Raton, be hired to review all existing ordinances in order to consolidate them into one and. make whatever changes are deemed necessary to give the Town of Highland Beach a zoning ordinance which preserves property values and prevent the encroachment into Highland Beach of substandard developments, proposing that he be paid. ~ 15.00 an hour for a period not to exceed 150 hours. It was seconded by Commissioner Beekman and unanimously passed. Commissioner Hackman proposed an amend- ment that any persons feeling they had, been discriminated against by the adoption of the foregoing motion could petition the Commission for a hearing. Commissioner Beekman seconded both the motion and the amend- ment and. they were unanimously passed.. Mayor Horton explained that the . Commission is trying only to strengthen and bring ,together the zoning ordinances to have an up to date zoning code. Commissioner Hackman reported that the water consumption was down two million gallons compared to December and that 307 tests, under the restr- iction of the Palm Beach County Health Laws, were taken in January. The Town has very fine water but it is not soft yet. The lime p~.mp has not been installed yet; Permutit said. that nothing has yet been done on leaking check valves. A two inch line and. meter was installed at the four unit building on Bel Air Drive, and new meters installed at Penthouse Highlands. The parts ordered. for the new hydrants will be delivered and are to be installed by people from Boynton due to illness at Harvel & Deland. On the paving of Russell Rd.~ a letter was sent to Brockway, Owen and Anderson requesting engineering be proceeded with advertising for bids, hardtop, and installing of a water line for an idea as to the assessment and individual costs to ;property owners. Col. Burnside reported that the transfer pump is being fixed. and. will be working this week. Mayor Horton reported on the Police matter that domestic companies are not • writing coverage on false ~- arrests and. the attendent perils. The premium quote from Lloyd's of London covering $ 10,600 per person, $ 25,000 per incident, - $100,000 overall has doubled in cost, to $ 1,000.00; $ 250.00 additional for Security Police coverage, with a one year limit.The Town's Insurance agent feels that additional domestic coverage will be found. how- ever to supplement Lloyd's as the Town Attorney considers their coverage limits insufficient. Mr. Vedder reported that the engineers have completed. the sewer report and it has been sent to Goodbody & Co. The cost will be reported on at a later meeting. Commissioner Beekman has obtained three bids for a sprinkler system at the Water Plant and this will be discussed at a future workshop meeting. The ordinance on rezoning of lots in Bel Lido was read again with correc- tions. Mrs. Noble moved it be accepted. and it was seconded by Commissioner McCook. Discussion followed. as to uniform zoning in that area, specifically for lots 39, 40, and 41. The Commission stated. it would consider a request submitted. in writing; that this petition was initiated. by an individual who underwrote the expense. The motion was unanimously passed. Commissioner Beekman read. a resolution to open a separate Utility Fund account at the Delray National Bank and. moved to accept it. The Mayor moved. to accept this resignation and. it was seconded by Commissioner McCook. Warren Vedder to fill the office of Vice-Mayor and moved it be adopted. It was seconded by Comm. McCook and unanimously carried. Commissioner Beekman then read. the oath to swear Mr. Vedder into office. Mayor Horton read the outstanding bills and. they were unanimously approved for payment. The meeting was adjourned. at 9:45 P. M.
