MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - February 20, 1969
A workshop meeting of the Town Commission was held at the Town Hall
and. called. to order by Mayor Horton on February 20, 1969 at 7;30 P.M.
All Commissioners were present as well as Messers Poulton, Kamerer
and. John Klinek from Russell & Axon, the engineering firm commissioned
by the Town to iaaake a study of the possibilities for approved sewage
disposal.
Mayor Horton read a letter from Osias Organization concerning issuance
of a building permit. A reply will be sent inviting them to the next
Town Meeting. The question of granting a permit for a sign at the
property owned by the Catholic Church was raised.. In as much as the
property in question is zoned "Residential'T the establishment of a
church thereon would be in violation of the zoning ordinance and a
sign permit cannot be granted.
The meeting was then turned over to Commissioner Vedder, who intro-
duced John Klinek. He presented a preliminary sewer proposal, with a
written one to be completed in March. Mr Klinek described the various
possibilities for sewage disposal for the Town and stated that the
most practical and economical would be to pump the sewage into the
Delray outfall system. The Town would be divided into five sections
with a master pumping station in the section designated as number one
which would extend. from the northern limits of the Town through the
area of those apartments or condominiums now under construction. To
cover maintenance the residents would be charged about $ 4.00 per
. month per living unit. Mr. Klinek suggested that a formal request
should be made to Delray to negotiate an agreement with them on terms
and meansof making this possible.
Commissioner Hackman moved that the Town Attorney draw up a resolution
informing Delray of interest in a sewer proposal, requesting that they
consider and. set up a meeting to discuss negotiations. This tiaas seconded
by Commissioner Vedder and unanimously passed.
Commissioner Vedder was authorized to obtain written committments from
those apartments and condominiums now under construction for contribu-
tions in order to launch and finance arrangements for the establishment
of section #1 of the disposal system. Said contributions to have no con-
nection with any assessments or taxes to be imposed.
The meeting was adjourned at 9:15 P. M.
