MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - February 28, 1969
• A workshop meeting of the Town Commission was held at the Town Hall and
called to order by Mayor Horton on February 28, 1969 at 11:10 A. M. All
Commissioners were present, also Messers C. T. McCreedy and John Klinek.
Mayor Horton turned the meeting over to Commissioner Vedder, who intro-
duced Mr. McCreedy from Goodbody & Co.; here to explain the finance costs
of a sewer system. He suggested that all capital costs be financed with a
General Obligation bond issue, including the tie-in with the Delray Outfall,
and. then let the property owner pay his own 'connection charge from the curb
back to his property. After the system is complete a monthly sewer service
charge could be levied. All property owners would share in the capital cost
and all would benefit, as value of the land would be higher. Owners of vac-
ant land. would not pay any use charge until they connect when their property
is improved, so this plan is about as equitable as any devised for appor-
tioning the costs.Prolonged discussion followed. as to contributions from
the developers involved with Phase #l, the time factor involved with pres-
ent condominium and apartment construction and the experience Delray has
had with contributions toward sewer tie-ins. Mr. Klinek explained that
Phase #1 involves a lift station and a projection of 1,000 living unit
connections. Mr. McCreedy suggested a meeting with the Town Attorney and
other Attorneys involved so not to disrupt the bond issueand reminded the
Commission that the new Florida Constitution states that a majority of
51/,p~.~ of the freeholdersi vote carries. Commission Hackman reminded
,r the Commission that it took about two years on the last bond issue, for
the Water Q`f6~I~~`X~xf,~~~,~~f Plant Construction and if the Phases were kept sep-
