Highland Beach, Florida 33487 1. CALL TO ORDER Mayor Hillman called the meeting to order at 5:02 P.M. 2. PRESENT UPON ROLL CALL Commissioner John Shoemaker Commissioner Evalyn David Commissioner Peggy Gossett-Seidman Vice Mayor Greg Babij Mayor Douglas Hillman Town Attorney Glen Torcivia Town Manager Marshall Labadie Town Clerk Lanelda Gaskins 3. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. ADDITIONS, DELETIONS, AND APPROVAL OF THE AGENDA MOTION: Commissioner David moved to accept the agenda as presented. Vice Mayor Babij seconded the motion, which passed (5 to 0) unanimously. 5. PRESENTATIONS There were no presentations. 6. SECOND READINGS / PUBLIC HEARINGS: A. RESOLUTION NO. 20-016 / ADOPTING A FINAL MILLAGE RATE A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE OF 3.2294 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 01, 2020 AND ENDING SEPTEMBER 30, 2021; PROVIDING THAT THE FINAL MILLAGE RATE OF 3.2294 MILS IS 1.66 PERCENT GREATER THAN THE COMPUTED ROLLED BACK RATE OF 3.1767 MILS; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Virtual Commission Special Second Public Hearing Budget Meeting Minutes Date: September 22, 2020 Page 2 of 3 Mayor Hillman read the titles of Resolution No. 20-016 and Resolution No. 20-017 into the record. He opened the item for public hearing. Town Manager Labadie explained that there were no changes from the September 8 Town Commission First Public Hearing Budget meeting and the budget and millage rate remain the same. Mayor Hillman opened the item for public comments. Mr. John Ross joined the meeting via Zoom and provided comments about the City of Delray Beach's incorrect meter readings, back pay, and the Town of Highland Beach water rates as well as the millage rate. He also suggested the Town pay off its debt. Mayor Hillman closed the public hearing. MOTION: Commissioner David moved to adopt Resolution No. 20-016 as presented. Commissioner Shoemaker seconded the motion. Upon roll call the motion passed (5 to 0) unanimously. B. RESOLUTION NO. 20-017 / ADOPTING A FINAL BUDGET A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 01, 2020 AND ENDING SEPTEMBER 30, 2021; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Mayor Hillman introduced this item noting that it was the second reading. MOTION: Commissioner David moved to adopt Resolution No. 20-017 as presented. Commissioner Shoemaker seconded the motion. Upon roll call the motion passed (5 to 0) unanimously. 7. TOWN MANAGER REPORTS Town Manager Labadie addressed Mr. Ross's comments on the broken meter noting, that it had been replaced and the Public Works Director Pat Roman had verified such. The readings were then verified based on the Town's own daily readings and the Town was obligated to pay the dollars back based on the provisions in the contract with the City of Delray Beach. He also provided comments on the debt millage, water rate study, the comprehensive plan that is required to have the water supply plan included within it, the fire study, and the sanitary sewer project. Virtual Town Commission Meeting D. October 08, 2020 9:30 A.M. Virtual Planning Board Meeting E. October 12, 2020 Closed in observance of Columbus Day 9. ADJOURNMENT There being no further business, Mayor Hillman adjourned the meeting at 5:30 P.M. APPROVED at the November 17, 2020Town Commission Meeting.
