Highland Beach, Florida 33487 1. CALL TO ORDER Mayor Hillman called the meeting to order at 5:01 P.M. 2. PRESENT UPON ROLL CALL Commissioner John Shoemaker Commissioner Evalyn David Commissioner Peggy Gossett-Seidman Vice Mayor Greg Babij Mayor Douglas Hillman Town Manager Marshall Labadie Town Attorney Glen Torcivia Finance Director Matthew Lalla Town Clerk Lanelda Gaskins 3. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. ADDITIONS, DELETIONS, AND APPROVAL OF THE AGENDA MOTION: Commissioner David moved to accept the agenda as presented. Vice Mayor Babij seconded the motion, which passed (5 to 0) unanimously. 5. PRESENTATIONS A. Proposed Operating Budget FY 2020-2021 Presentation Town Manager Labadie presented a PowerPoint presentation of the Proposed Fiscal Year 2021 Operating Budget and referred to various slides. 6. FIRST READINGS / PUBLIC HEARINGS: A. RESOLUTION NO. 20-016 / ADOPTING A FINAL MILLAGE RATE A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE OF 3.2294 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING Virtual Commission Special First Public Hearing Budget Meeting Minutes Date: September 08, 2020 Page 2 of 3 OCTOBER 1, 2020 AND ENDING SEPTEMBER 30, 2021; PROVIDING THAT THE FINAL MILLAGE RATE OF 3.2294 MILS IS 1.66 PERCENT GREATER THAN THE COMPUTED ROLLED BACK RATE OF 3.1767 MILS; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Mayor Hillman read the title for Resolution No. 20-016 into the record. He opened the public hearing. There being no comments from the public, he closed the public hearing. MOTION: Commissioner David moved to approve Resolution No. 20-016. Commissioner Shoemaker seconded the, which passed (5 to 0) unanimously. B. RESOLUTION NO. 20-017 / ADOPTING A FINAL BUDGET A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2020 AND ENDING SEPTEMBER 30, 2021; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Mayor Hillman read the title of Resolution No. 20-017 into the record. He opened the public hearing. There being no comments from the public, he closed the public hearing. MOTION: Vice Mayor Babij moved to approve Resolution No. 20-017. Commissioner David seconded the motion, which passed (5 to 0) unanimously. 7. TOWN MANAGER REPORTS Town Manager Labadie reported that water & sewer rate study will be discussed next Tuesday, at the September 15 Town Commission meeting. He thanked the department heads for putting the budget together. At this point Mayor Hillman welcomed Commission Comments: Commissioner Peggy Gossett-Seidman thanked Town Manager Labadie, Finance Director Matthew Lalla, and her fellow Commissioners for their hard work. Commissioner Evalyn David mentioned that everyone worked really hard, the Town Commission kept the millage rate where it was, and that the Town Commission did a good job. Commissioner John Shoemaker provided positive comments on the Enterprise Resource Planning (ERP) software as it relates to transparency in government, actionable intelligence, and urgency. He also provided remarks about the Police Department budget, the Fire-Rescue budget, and water & sewer. Vice Mayor Greg Babij had no comments. Mayor Hillman encouraged the Commissioners to give themselves time to read the water & sewer rate study. Finance Director Matthew Lalla had nothing to report. 8. COMMISSION MEETINGS A.
