1969.03.18_TC_Minutes • MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - March 18, 1969 A workshop meeting of the Town Commission was held at the Town Hall and called to order by Mayor Horton on March 18, 1969 at 7:30 P. M. All Commissioners were present. The meeting was turned over to Vice-Mayor Vedder, reporting on the sewer progress. A meeting was held Sunday night with Attorney Poul- ton, Mayor Horton and Vice-Mayor Vedder attending, about a letter received from Mr. Barnett, the Attorney representing the builders, concerning an agreement on the gift money. It stated that the Osias property has been sold, Seagate will pay one half the original offer, and the Royal Highlander can not obtain funds.Only the Penthouse, Holiday Inn, and Monterey House are now offering gift money with a maximum of $150,000. Since the gift offer excited interest in the first place and that $250,000 is needed for Phase #l, there is a ques- tion as to the worth of continuing. The 30% of the total in gifts would require revenue bonds, if available, so there was discussion as to proceed or forget it for three or four years until forced to get sewers; without any gift money. Commissioner Hackman explained that Phase #1 would mean a long range deal because it is at least a two year program, with a referendum, advertising bonds, validating them in curt; all done at regular meetings, and this could string out that long. Mr. ~edder is investigating other financial angles. The question still remains as to any incentive to go ahead. ~o summarize: The Commission has some tre- padition of going ahead unless Phase #1 could be financed by a large maj-- • ority from gratuities from the builders in that area..
