MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - March 21, 1969
• A workshop meeting of the Town Commission was held at the Town Hall
and. called. to order by Mayor Horton on March 21, 1969 at 7:40 P. M.
All Commissioners were present as well as Messers Barrows, Kemery,
and Mrs. Noble and Mrs. Roth.
Mayor Horton read a letter from Mr. Padgett of Holiday Inn Organization
inviting the Mayor and the Council to inspect the Holiday Inn at Vero.
Beach, in order to visualize the general set-up of the proposed Holiday
Inn to be constructed in Highland. Beach.
The Mayor explained that the Attorneys,both for the Town and the Diocese
agree that the only obstacle is _ rov ~ing off street parkin in the oki-
jecting to church construction.
Mayor Horton then reported that Mrs. Noble, Mr. Crego and. he were in
Court Thursday, March 20th about the Zoning case involved with the pro-
posed sporting goods store. The Judge has taken the case under advisement
and. will probably render a decision in a week or ten days.
Mayor Horton stated that ~lorida Power & Light will probably request a
permit for an overhead el ctric cable to cross the Intracoastal Waterway
at the same location as the Highland. Beach water main. This raises a
question of whether or not an easement exists and. if so, its extent. Mrs.
Noble said. that the main is on a section line. It was decided to examine
• past minutes and consult Mr. Hertwig to determine necessary facts.
Commissioner Hackman stated. that blue and white signs are being prepared
which will identify the site of the water main and warn against grappling
and anchoring in that area. He also reported. a water main break at the
eastern approach to the Bel Lido bridge on March 20th. It occured at about
6:00 A. M. and. was repaired. at about 2:30 P. M. There remains the problem
of filling the hole created. by water gushing from the broken main.
The meeting was then turned. over to Timothy Barrows, who has been retained.
to re-write the Zoning ordinances of Highland Beach. He read a rough draft
of the proposed ordinance. General accord. was found with most of the pro-
visions of the ordinance but discussion and. questions arose in regards to
several provisions which included: the distiction of "bulkhead. lineTT and
"vegetation liner'; side set-back lines including overhangs, stairways, side
balconies; three story buildings permitted where 35' is the height limit?; &
efficiencies permitted in R2 districts. The principle disagreement was in
regards to set-back limits from the Highway. Mr. Barrows stated that the
State eventually plans on a six lane highway for AlA and that sufficient
set-backs should be provided for this.
It was decided to hold another similar meeting to resolve these questions
at 7:30 P. M. Tuesday March 25, 1969.
The meeting was adjourned at 10:30 P. M. _
