• MINUTES : i"rEE' MEETING- A ril 8 , 1969
A ~ _~ meeting of the Town of Highland Beach was held at the
Town Hall on April 8, 1969 at x:15 A. M. and called to order by Mayor
Horton. All Commissioners were present except Mr. Beekman;.-~~--a-6~~
John Klinck and George Russell, from Russell and Axon.,,,,-v.c. D~~.
Vice Mayor Vedder stated that the final preliminary report from Russell
and Axon and the proposed final contract from Delray have both been rec-
eived by the Commission. He then turned the meeting over to John Klinek.
Mr. Klinck showed a drawing plan of the entire proposed sewage system
and stated the entire cost for actual engineering and wilding, within
the next year, would be about $ 500,000. Bonding costs could run it up
to $ 600,000. Mayor Horton asked if there were alternates to bonding,
beacuse of high interest rates, etc. Mr. Klinck explained a square
foot and unit assessment could be introduced to have working capital.
He added. that Phase #1 could cost one half of the whole system - approxi-
mately $ 250,000. For $ 150,000 a bobtail Phase #1 system could be had
which would include a lift station and force main to Delray and could be
done in a relatively short time. Mr. Vedder stated the builders are
still undecided about the gift money, so this possibility could. be con-
sidered as yet indefinite.
Commissioner Hackman reported that he knew of a developer who is willing
to donate a gift of $ 500,000 to pay for the whole system, and will ar-
• range a meeting in the near future.
George Russell explained the Commission would have to find some way of
financing fast because costs are soaring. He recommended the Town check
with a bond attorney so to avoid future trouble. A bond attorney would
also be able to advise the Commission on financing.
Mr. Klinek stated that the force main and pump service could be completed
in September, 1969; with the entire Phase #1 completed by December, 1969.
The meeting was adjourned at 11:30 A. M.

• MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - April 3, 1969
A workshop meeting of the Town Commission was held at the Town Hall
and called to order by Mayor Horton on April 3, 1969 at 7:3Q P. M.
All Commissioners were present with the exception of Commissioner
Beekman. Also present were Mrs. Roth, Mrs. Noble, and Messers Kemery,
Bonner, Pond, Dodge, Urbanek and several other interested citizens.
The meeting was turned over to Timothy Barrows who used a map with the
proposed changes in different colors to explain to the visitors. Rl is
to be zoned single family, R2 is to be 35' maximum height and will act `"`'~--~...
as a transition area between multiple and residential, R3 is to be 50' i..,
maximum height and R4 multiple dwelling, to be determined by lot size.
There followed much discussion. Mayor Horton said that differences of
opinion are welcome to arrive at a conclusion but that..the Commission
was elected by the Townspeople to represent them. The purpose of these
changes is to avoid conditions to the south with a wall of buildings,
and have open space between and around apartment buildings. There was
more discussion and the Mayor reminded once again that the charge from
the electorate is uppermost. There were explanations on side setbacks,
front set backs, size of rear yard, rear set backs from Easterly survey
line, off street parking, landscaping, accessory use buildings, alter-
ations; with prolonged discussion, questions, and comments following.
The meeting was adjourned at 10:00 P. M.
