Highland Beach, Florida 33487 1. CALL TO ORDER Mayor Hillman called the meeting to order at 12:05 P.M. 2. PRESENT UPON ROLL CALL Commissioner John Shoemaker Commissioner Evalyn David Commissioner Peggy Gossett-Seidman Mayor Douglas Hillman Vice Mayor Greg Babij joined the meeting at 12:06 P.M. Town Manager Marshall Labadie Finance Director Matthew Lalla Town Clerk Lanelda Gaskins 3. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. PRESENTATION OF PROPOSED FISCAL YEAR 2021 BUDGET 1. Proposed FY 2021 Operating Budget PowerPoint Presentation Town Manger Labadie explained that this presentation was presented to the Town Commission at a prior meeting and the content in the presentation remained the same. 5. DISCUSSION AND ACCEPTANCE OF THE PROPOSED BUDGETS FOR FISCAL YEAR 2020/2021 FOR GENERAL FUND OPERATING DEPARTMENTS 1. Police Department Town Manager Labadie introduced this item. He provided information as to what was included in the police budget. The Town Commission discussed the hybrid vehicle, crime statistics, and the $50,000.00 capital expense for the police department to replace a car during the 2021- 2022 fiscal year. The importance of the wellness program, if it should be ramped up, and the impact Virtual Town Commission Special Meeting Minutes Page 2 of 5 August 06, 2020 of the Florida Atlantic University (FAU) interchange that was built at 1-95. The possibility of a break on insurance due to a wellness program, as well as other incentives for law enforcement based on the number of times a gym is visited, and the possibility of a partnership with the condos for the use of their gyms. They also discussed if Highland Beach officers are properly equipped, and the plans for mental health for Emergency Medical Service (EMS) workers that assist officers on calls. MOTION: Commissioner David moved to approve Item 5.1 - Police Department Budget as presented, Commissioner Shoemaker seconded, which passed (5 to 0) unanimously. 2. Fire Rescue (City of Delray Beach) Town Manager Labadie introduced this item. Present from the City of Delray Beach Fire Rescue Department were Chief Keith Tomey, Carmen Aleman, Marie Kalka, and Greg Giaccone. Chief Tomey introduced himself and provided his thoughts on the Town of Highland Beach hiring a consultant. He then presented a PowerPoint presentation referring to several slides related to Delray Beach Fire Department mission statement, values, professional organization affiliations, their organizational chart, the calls for service in Highland Beach, the unit responses in Highland Beach, the calls for service in Delray Beach, the emergency medical response, the residential structure fire response, the high rise structure fire response, the direct resources provided under the interlocal agreement, the indirect resources received as part of the system; and what would be needed to create a Fire Department. Mayor Hillman thanked Chief Tomey and staff for their presentation and commended the Delray Beach Fire-Rescue for their great service and stated that the residents are happy with the service. Discussion followed regarding charges that are billed to Highland Beach to include calls answered by Highland Beah that respond to Delray Beach and Gulf Stream, the concept of a three-person vehicle being available for a second call and the frequency, the amount of fires and high-rise fires in Highland Beach, the availability of a display on the cost per call, the height of ladders and communication issues. Town Commission also discussed whether or not Highland Beach received the funds from calls answered to Gulfstream or if Delray received the funds even though Highland Beach dispatched the vehicles and transport payments. Further discussion ensued the reasoning as to why the City of Delray Beach hold the medical transport fees until the end of the true-up, un-collectable write- offs and how they logged the true-up amount for the past five years. Additional information discussed was the over-time cost and a nine-month projection of costs as well as the Reciprocal agreements with a discussion on mutual aid agreements, the deadline for the high-rises that do not have sprinkler system installed, the dollar Virtual Town Commission Special Meeting Minutes Page 3 of 5 August 06, 2020 amount of the two percent difference and the Town budget for a seven percent increase, while the fire contract retained a five percent increase. MOTION: Commissioner David moved to adopt Item 5.2 - Fire-Rescue Budget as presented, seconded by Vice Mayor Babii, which passed (5 to 0) unanimously. 6. OTHER OPERATING DEPARTMENTS (IF TIME PERMITS) 1. Town Commission Town Manager Labadie introduced this item. Mayor Hillman suggested budgeting for the Town's communication to the residents. Discussion ensued about the budget for communications versus the promotions account. The Town Commission agreed to add additional funds to the budget for communication expenses. Following the discussion, Commissioner David suggested combining all types of communication associated with the Town Commission expenses under one account. MOTION: Commissioner David moved to accept Item 6.1 -Town Commission budget as amended, seconded by Commissioner Gossett-Seidman which passed (5 to 0) unanimously. 2 Town Manager. x Town Manager Labadie introduced this item. Town Clerk Town Manager Labadie introduced this item MOTION: Commissioner David moved to accept Item 6.3 - Town Clerk Budget as presented, seconded by Commissioner Shoemaker which passed (5 to 0) unanimously. 4. Finance Department Town Manager Labadie introduced this item. Discussion ensued about the Finance Department budget. Post Office Town Manager Labadie introduced this item. MOTION: Commissioner David moved to accept Item 6.5 -the Post Office budget as presented, seconded by Commissioner Gossett-Seidman which passed (5 to 0) unanimously. 6. Library Town Manager Labadie introduced this item. There was a discussion about library services, a book drive to generate funds, and selling tee-shirts. MOTION: Commissioner David moved to accept Item 6.6 - the Library budget as presented, seconded by Commissioner Gossett-Seidman which passed (5 to 0) unanimously. 7. DISCUSSION AND ACCEPTANCE OF THE PROPOSED BUDGETS FOR FISCAL YEAR 2020/2021 FOR NON-OPERATING PORTIONS OF THE GENERAL FUND 1. Revenues Town Manager Labadie introduced this item. Discussion ensued concerning the revenues. MOTION: Commissioner David moved to accept Item 7.1 - Revenues as presented, seconded by Vice Mayor Babij which passed (5 to 0) unanimously. 2. Legal Expenses Town Manager Labadie introduced this item. MOTION: Commissioner David moved to accept Item 7.2 - Legal Expenses as presented, seconded by Commissioner Shoemaker which passed (5 to 0) unanimously. 3. Other Government (OGG) Non-Department Expenses Town Manager Labadie introduced this item.
