Highland Beach, Florida 33487 1. CALL TO ORDER Mayor Hillman called the meeting to order at 1 :35 P.M. 2. PRESENT UPON ROLL CALL Commissioner John Shoemaker Commissioner Evalyn David Commissioner Peggy Gossett-Seidman joined the meeting at 1:36 P.M. Vice Mayor Greg Babij Mayor Douglas Hillman Town Attorney Glen Torcivia Town Manager Marshall Labadie Town Clerk Lanelda Gaskins 3. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. PROPOSED OPERATING BUDGET PRESENTATION FOR FISCAL YEAR 2020- 2021 BY MATTHEW LALLA, FINANCE DIRECTOR Town Manager Labadie presented a PowerPoint presentation highlighting the Proposed Operating Budget for fiscal 2021/2021 and referred to numerous slides related to Millage Rate, Taxable Assessed Value, the Tax Rate, How Highland Beah Taxes are Divided, the General Fund Revenues and Expenditures, the Fund Balance in the General Fund, Unassigned Fund Balance in the General Fund, Building Special Service Revenue Fund, Discretionary Sales Surtax Special Revenue Fund, Water Enterprise Fund, Sewer Enterprise Fund, Unrestricted Net Position in Enterprise Funds, FY 2021 Capital Projects, Major Initiatives for 2021 and the 2021 Budget Calendar Events. He spoke about the slight decrease in the Millage Rate proposed, the budget gap filled with Fund Balance in the General Fund, the Increase in the Fire-Rescue budget of approximately $313,000.00 (7% increase), the Funding of Capital projects such as the continuation of the Crosswalks and the Town Hall Roof Replacement projects. Virtual Town Commission Special Meeting Minutes Date: July 02, 2020 Page 2 of 2 There was a discussion about the OGG Non-Departmental account, the millage rate, the land acquisition recreational fund and the non-collection debt. Finance Director Lalla explained that the lack of collections does not have a large impact on the town. He then explained the process of the tax certificate through the Tax Collector's Office. There was also discussion about the property taxes, maintaining the millage rate due to the possibilities of additional expenses because of the unknowns, increasing the water & sewer rates, no need to eliminate the long-term debt, and monumental signage/electronic signs. Lastly, there was a discussion about the need to replace the town signs. Town Attorney Torcivia suggested that the Town Commission consider removing him from participating in the budget meeting because it was not cost-effective. 5. ADJOURNMENT There being no further business, Mayor Hillman called for a motion to adjourn the meeting at 2:54 P.M. APPROVED at the October 20, 2020, Virtual Town Commission Meeting.
