MINUTES: TOWN COMMISSION OF HIGHLAND BEACH-June 3, 1969
• The regular meeting of the Town Commission was called. to order by Mayor
Horton on June 3, 1969 at 7:P. M. All Commissioners were present. The
Mayor greeted. the many new faces and. stated. that the new air conditioner
has been ordered and, is on the way. He also said that the new chairs
have been set up and. hopes that they will be more comfortable.
The minutes of the regular Town Meeting May 6th and. the workshop meeting
May 20th were read., and. approved. by the affirmative vote of all present.
There were no communications.
Commissioner Hackman suggested bypassing the regular order of business to
bring up zoning, due to the warmth of the evening and. the large atttlndance.
As suggested. by Mr. Kemery last February, a framed plaque was presented.
to Mrs. Noble for her service to the Town.

Vice MayorAreporting for the Zoning committee read a proposed. amendment
to Zoning Ordinance #132. Commissioner Hackman objected. is the procedure
and. also to some of the proposed changes. He warned of the possibility of•~.
the Town becoming involved. in curt cases if unduly restrictive provisions
were included. in any zoning ordinance and. further that such restrictir~ris
might depreciate all property values. He reminded all present that the
Town of Highland Beach had. an obligation to the residents of Bryd. Beach
regarding promises made to the+n at the time of their annexation.
Mrs Noble presented. a booklet con#?aining suggestions for zoning changes
• compiled by the Highland. Beach Property Owners Association. Comm. Vedder
said that Mr. Urbanek's suggestions helped. form the zoning committee's
proposed. changes. Mayer Horton. thanked. Mrs. Noble for her work on the
recommended. changes and. stated. that the zoning committee will use this
booklet as a guide. He alto stated. that the Commission has tried. to treat this
matter with due respect , since it was begun in February and. that an arch-
itect was hired, tm try to preserve property values, as per the unanimous
vote of all the Commission. Further, at the suggestion of one of the
builders, an amendment is being proposed. instead. of trying to pass the entire
comprehensive change at this time. Much discussion followed. Mrs. Roth
suggested. adding more members to the zoning committee. The Mayor agreed
and. stated, that Vice Mayor Ved.der had recommended. this also.
Reparting for the Executive committee, Mayor Horton received. a letter from
Attorney Poulton regarding the police problem, saying he had. received. a new
draft of the proposed. contract hiring the Security Police, but had heard.
in the interim that the Sheriff Dept. is investigating the possibility of
giving small towns further protection and. this matter is being looked into.
The Mayor said, that a letter was written to the Palm Beach delegation to
the Florida Legislature regarding the taxing of libraries and. he received.
word, that the bill was amended, remoaing the objection referred. to. A letter
has been received. from the County Commissioners regarding the Highland. Beach
resolution to:expidite construction of a proposed 12th St, bridge over the
Intracoastal in Delray and, thanking the Town for its interest. The Town
attorney was asked. to check into the remaining money from the General bond.
• issue on the water plant to see if money is available for other use. He
wrote to the N. Y. Co. which handled the original bond. issue asking for
clarification in this matter.
Commissioner Beekman reported. the taxes collected. to date are $ 53,744.56,

outstanding - $ 187.56, with Winterhalterrs outstanding amounting to $2,623.15.
Finance Commissioner McCook reported. the audit is complete, and a final report
will be in by the middle of June.
Vica Mayor Vedder reporting on zoning, read. a letter from St. Lucy church,
rega:rd.ing the violation of two Ordinances: sign and. parking; requesting a
variance because the church is to be constructed in early 1970. The Mayor
reminded, the Commission that the sign and. parking are both on the State Rd.
right of way and. that the latter is extremely dangerous. Vice Mayor Vedder
suggested. that in his and. @rego's talks with the priest, there was some
talk of land. bding swapped, for a location south of Town Hall, and. Mr. Keller
added that plans are still indefinite. Mr. Vedder recommended. that the church be
made to comply with the ordinance on the sign as it is not properly anchored
and. hurricane season is approaching. Discussion followed. Vice Mayor Vedder
moved. that this matter be tabled. for one month to await the outcome of a new"`Y--
site .I'~Rr~.~Yt decision. Commissioner Beekman seconded and after morediscussion
it was unanimously approved,. Mr. Vedd.er read. an application for a liquor
license from Winterla;alter Inn and. moved. it be accepted.. Commissioner Beekman
seconded d~ and. after discussion it was unanimously carried.. Mr. Vedder
reporting on the sewer matter said, that he is awaiting word. from Frank Watson,'
the bond. attorney, as to procedure on putting the sewer in the length of the
Town. Vice Mayor Vedder explained. that Boca-Hi and. several other builders
would. be donating, but that it could. take five years or more before all
• donations are collected., with no additional cost to the presemt Townspeople.
The Mayor reminded. the Commission that delaying installation of various phases
to take advantage of possible gifts would. increase costs over a one-time job.
Further discussion followed..
Public Works Commissioner Hackman reported. the death last week of a former
Mayor, J. Morrison Smith and. gave a picture of him to be kept at Town Hall.
Mr. Hackman made a motion to accept Florida Power & Light's proposal for
eight street lights on Belair and. Hmghland Beach drive, at an aanual cost
of $ 230.40 Commissioner McCook seconded, and, it was unanimously passed.. A
minor leak in the main line under the Intracoastal has been repaired, and. Mr.
Hackman said. that we are still waiting for the timer for the lime flush and. a
new air release valve. He further stated. that the pressure has been increased.
to 651bs., a hydrant leak will be repaired. this week, and a new meter was in-
stalled. at 4308 Intracoastal Driue. The water consumption for May was 3,998,08e
gallons, 311 tests were taken and. sent to the State Board. of Health; and. as
discussed. in the workshop meetings, another man was added to the crew operating
the Water Plant, bringing it to three. The Russell Rd. matter is in the position
of preparing for advertising for bids by Brockway, Owen & Anderson. The Bel
Lido bridge painting is not completed,, but will be shortly. A question was
asked. how does the Town water compare in hardness to neighboring communities?
Commissioner Hackman answered. that Boca, Delray andHighland Beach are all
quite similar. He further stated. that the softening process will be activated
very soon.

the matter.
Mayor Horton read. the outstanding bills and. they were mnanimously approved.
for payment.
