• MINUTES- WORKSHOP MEETING OF THE TOWN COMMISSION- July 12, 1969
A workshop meeting of the Town Commission was called. to order by Mayor
Horton on July 12, 1969 at 9:30 A. M. All Commissioners were present
as well as MesserS Kemery, and. Michelli.
The Mayor stated, some further services and. problems to be considered; the
police matter; and. requested. Comm. Beekman to have the tax committee deter-
mine what the tax base will be on January 1, 1970 and. try to establish what
it will be January 1, 1971; taking into consideration new buildings completed
and. the tax millage. Comm. Beekman reminded. the Commission that all the tax
collecting will be handled. by the County starting in 1971. Also under in-
vestigating will be trash and. garbage collection more street lights may
be needed. and, Comm. McCook asked. if the water plant would be adequate for
future needs. Comm. Hackman answered. that at present 6,000,000 gallons pumped
a month has been a high; new and. more wells might be needed.; the quality of
the water is excellent; progress is being made on the softening process,
and. he is still waitin for the installation of an air release valve. Vice
Mayor Ved.der reportedewer plans are in Jacksonville for approval and if
approved. Russell & Axon will put them out for bids. If the entire system
is to built now, the decision must be made where the money is coming from
and. if the interest rates are too high, drop it until such time as the decis-
ion is made to pick it up again. The Vice Mayor wants to call a meeting
with the builders to propose getting enough money to finance the entire
system. He suggests getting a fiscal agent from Florida if one will be needed,
with Mr. Watson's and. Russell & Axon's approval. Two private individuals
• have offered, to advance funds if bonds were tax axempt. There was further
discussion concerning funds from future builders, how to obtain owners of
record. so as to contact them, and. set up a meeting explaining that the Tovm's
dilemma becomes theirs if they want to develop here~i.n Highland Beach.
The Mayor said. he just received. Mr. Stewartis report on the police matter
and. had, looked. over the Wackenhut report also and. will get together shortly
with Mr. Stewart.
On zoning Mr. Michelli brought up the point of using the crown of the road
on lots west of AlA to determine the height of buildings. He 4cplained that
if a story or two were used. for garage parking, it shoudn't be taken away
from the living building and. that ten stories still be permitted. above the
underground, parking. Mayor Horton answered. that the Commission is not attem-
pting to pose undue restrictions. Further discussion was held concerning
height, density, parking, and. building in such a manner so to escape high
water problems. In Section 7 page 3 under consideration will be the pos-
sibility of adding a clause to provide for canopies and. porte cocheres.
Comm. Hackman stated. the leak at the Dolphin Apts. is being repaired. this A.M.
Comm. Beekman brought up a point concerning side yard. setbacks. If a pool,
recreation area, shuffleboard courts, or an accessory building, such as a
restaurant, intrude into the side yard. setback, the noise and odor could be
very objectionable. He suggested. using the 30f to be strictly a setback, as
• contained. in Mrs. NobleTs proposed. amendment, not used. for parking even. He
suggests to cut out the phrase: side yard. setback shall be lOt for accessory

buildings; reading instead in area shaded. red. side yard. setbacks shall be
30' for accessory use as defined. in #132. The Mayor said. this suggestion
will be considered. Comm. Beekman expressed. the primary objective was the
passage of this amendment to #132 as promptly as possible and. he would.
delay recommended. action until such time as entire zoning problem is to
be reconsidered.
The meeting was adjourned at 12;15 P. M.
