1969.08.16_TC_Minutesr MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION -- August 16, 1969 . A workshop meeting of the Town Commission was called, to order by Mayor Horton on August 16, 1969 at 9:05 A. M. Present were Mayor Horton, Commissioners Beekman, McCook and Hackman, Mrs. Sam Roth and, the bua'ilding inspector, Bob Crego. A letter from Mr. & Mrs. Sam Roth was read requesting an interpretation of the zoning ordinance. They would like t• know whether •r not a building could. be erected, on their property that would, include ground. level parking plus two storied; the whole not to exceed, 35 feet in overall height. It was agreed, that such would. be permissible. A letter from Mr. Pond. was read. which urged, the use of AlA as a base from which building heights are to be measured,. It was generally agreed. that 16 feet above mean high water shall be considered. minimum grade from which to measure the heights of buildings on the east side of AlA. The matter of disposal of the old. water bonds which have been paid off was considered. A certificate of cremation to be approved. by the Town Attorney is to be drawn up,properly signed. and. the Bonds to be burned.. It was also suggested. that if legal, the ballits of the last election are to be destroyed at the same time. A letter •f recommendation by LumbermanTs Mutual Insurance Co., which had. been forwarded by Robert Roy Agency was read. This contained placing of • gas masks outside of the Chlorinator rooms. A recommendation that Building inspectors and, water plant operators carry liability insurance was suggested, as well as liability clauses in sewer work contracts and requiring insurance certificates before granting building permit contracts. Comm. Hackman stated that emergency lights have been provided both emergency water pumps to facilitate their use in case of general power failure. A question was raised about the size of the water main in Town? Comm. Hackman reported. the engineering prints call for an eight inch main but building ins- pector Crego says he has never seen anything larger than a six inch main. Comm. Hackman is to discuss this with the engineers to determine if the installed main is of sufficient size to provide for future needs. A letter received from Russell & Axon which requires signatures of the Mayor, or Vice Mayor and. attested by the clerk, requires a special or regular meet- ing at which it is to be approved . Mayor Horton is to w~~ .,~~'7c - J~ Royal Highlander sent a letter to the building inspector requesting approval to move the model apt. to the west side of AlA. This was not opposed by those present. On the St. Lucy church matter, it was stated that the Rector is in Ireland and present services are being conducted by another priest. Action is to delayed until return of the regular priest. • Mayor Horton stated. that the Sherriff has receeved the legal approval that he can provide protection for the Town on a fee basis. Discussion as to possible protection by private contractors followed. The Mayor stated that the Town will probably have sufficient funds to pay for protection the remainder of this year and 1970 without increasing taxes. This is mainly due to a surplus created. by building permits. MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - August 16, 1969 Page two • The Royal Highlander plans, submitted for approval before the enactment of amended ordinance ##132, were shown the Commission. It was suggested. that the architect should be available to explain and answer any questions arising from an examination of the plans, and also that the site of the proposed swimming pool be changed. so as not to be within the setback area. It was pointed. out that the height on the plans exceed 100 feet by approxi- mately four feet, this being caused by a machinery tower 18feet high. Widening of AlA and future bridges was discussed. All were opposed. to four laning of AlA, and were of the general opinion that a Twelfth Street bridge in Delray and a 40th St. bridge in Boca should. be adequate for some time to come. It was pointed. out that AlA must be provided with pull-off strips so that a traffic pile-up will not ensue from bridge openings. The meeting was adjourned at 11:45 A. M.
