MINUTES OF THE
CULTURAL ADVISORY BOARD
REGULAR MEETING
Thursday, November 20, 2008 9:30 A.M.
Members Present: Chair Emily Firtell; Vice Chair Lois Feldman; Board Member
George Kelvin; Board Member Myrna Resnick; Board Member Rene Yucht. Members
Absent: Board Member Sheila Kallman (Excused). Also Attending: Asst. to the Town
Manager Zoie Burgess; and Deputy Town Clerk Janice M. Moore
1. CALL TO ORDER:
Chair Firtell called the Regular Meeting to order at 9:30 a.m. Roll call was taken by
Deputy Town Clerk Moore. The Pledge of Allegiance followed. Chair Firtell welcomed
Janice Moore, the new deputy town clerk.
2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA:
• Chair Firtell requested the 2009 Donation Letter Discussion to be moved under
"Presentations." There were no objections.

3. PUBLIC COMMENTS AND REQUESTS:
None.
4. PRESENTATIONS:
2009 Donation Letter Discussion
Asst. to the Town Manager Zoie Burgess provided copies of a memo, cost proposals,
draft brochure and draft letters. She explained the difference between the brochure and
letter and provided paper samples. Discussion took place regarding Board Member
Feldman's suggestion of including a self-addressed stamped return envelope for the
donor. Ms. Burgess noted that donor letter would be mailed to about 3,600 residents and
clarified that the cost proposals did not include postage expense. At the request of Chair
Firtell, she said she would research the option of bulk postage. Motion: Board Member
Feldman moved to use the draft donor brochure for the 2009 mailing. Board Member
Resnick seconded the motion. Roll Call Vote:

Motion failed with a 14 vote.
Motion: Board Member Feldman moved to include a return self -address envelope with
the donor letter. Board Member seconded the motion. Roll Call Vote:

Board Member Firtell - yes
Motion passed with a 5-0 vote.
There were no objections for the mailing to be printed on letterhead paper and sent out
the I' week of January.
• 5. APPROVAL OF MINUTES:
Chair Firtell noted a typo correction. Board Member Kelvin moved to approve the
minutes of October 23, 2008 with the correction. Board Member Resnick seconded the
motion, which passed unanimously.
6. OLD BUSINESS:
LUTH - Discussion & Finalization of Plans
Chair Firtell noted that the following details were completed: trolley, tree, menorah,
lighting and sound, chairs ordered, entertainment, invocation, parking at church,
barricades, police notified, flyers mailed to condos, signage, banners, letters to
dignitaries. She asked that the following outstanding items be discussed: food, drinks,
volunteers and meeting with performers. Chair Firtell noted that she was working on the
agenda for Town Commission approval.
Board Member Resnick confirmed that she was purchasing the cider. Board Member
Kelvin requested additional chairs because of a shortage last year. Chair Firtell requested
Ms. Burgess to add 50 more chairs for a total of 250. Ms. Burgess noted that additional
lights have been ordered. By consensus, it was agreed that the rain call time would be at
4:00 p.m. The rain call list was established by Chair Firtell as follows:
Firtell Feldman; Kelvin --► Resnick; Yucht Kallman; Firtell — entertainers; and
• Town Clerk —► mayor and town manager.

• It was noted that Board Member Yucht will contact the newspapers. Ms. Burgess will
post the event details on Channel 19 tomorrow. Board Member Feldman and Chair Firtell
were ordering the food on Sunday. Chair Firtell reminded everyone, including the
volunteers, to meet at Town Hall at 4:00 p.m. and to park in the back. Board Member
Feldman and Chair Firtell will schedule a meeting with the entertainers on Nov. 2e at 12
noon. Deputy Town Clerk Moore was asked to check availability for the board room.
Chair Firtell noted that Ms. Burgess was following up on securing marines for Toys for
Tots. Ms. Burgess noted that Town Clerk Brown would be contacting the dignitaries for
their attendance. She also requested a contact person for sound and lighting to which
Chair Firtell said she would provide her cell phone number. It was noted that the posters
were mailed to the condos last week. Chair Firtell requested Ms. Burgess to double
confirm with Molley's Trolleys and provide her name and cell phone number as the
contact person.
Art Classes - Discussion
Resnick reported the following upcoming art instructors and classes:

Board Member Resnick confirmed that the artists know they need to self -promote, that
they were informed about the art teacher reception, and that all were doing four (4)
classes for $100.00.
7. NEW BUSINESS:
Wednesday, January 28 h Art Reception
Board Member Resnick confirmed that the event was set for 7:00 p.m. - 8:30 p.m. in the
Cultural Arts Room. It was noted that the teachers would give a short presentation and
sample of works. Following discussion, it was agreed upon that the Board would serve
refreshments, print a banner and flyers to promote the event. Board Member Resnick
suggested coffee, tea and dessert. Board Member Kelvin agreed to design the poster and
flyer.
Other
Chair Firtell reported that Judi Brodman was creating the next Cultural Advisory Board
Newsletter, which would list all of the donors' names. She requested that the list of
donors be emailed to Judi in a pdf or word format.

Ms. Burgess reminded the Board that the deadline for the next Highlander was Dec. 19th.
• Board Member Resnick provided her with a summary of classes. Chair Firtell requested
that the art reception be included as well.
By consensus, the Board set the next meeting for Dec. 18th at 9:30 a.m. Deputy Town
Clerk Moore said she would contact the Board and confirm there if there were any
conflicts with the date.
8. ADJOURNMENT:
Board Member Yucht moved to adjourn the meeting at 10:30 a.m. Board Member
Kelvin seconded the motion, which passed unanimously.

The Cultural Board of Highland Beach is so pleased that you have enjoyed all of the
cultural events and entertainment that we have implemented throughout the last few
years. Your contributions have paved the way for the cultural advantage and exclusivity
we now have locally within our own beautiful town.
The Cultural Board, in conjunction with the Town, presents the Light -Up -The -Holidays
Town celebration yearly in December. This annual event features local singers,
entertainers and dignitaries, and is enjoyed by hundreds of our Town residents. All in all,
it is a great way to complete our year while we all come together to celebrate all the
wonderful blessings we enjoy in our Town of Highland Beach.
The next annual Cultural Board sponsored event will feature local Highland Beach artists
with "Art in Public Places." This event will be open to the public for viewing in the
• community room of our beautiful library, on March 1, 2009, and will continue through
March 31, 2009. The response from our local Town artists has been incredible!
We also hope that you have enjoyed the varied art classes, concerts, lectures, and events
that have been posted on our own local Channel 19.
As you can tell, the Cultural Board is working very hard to present to Highland Beach
residents the many cultural events and activities our exclusive Town deserves to enjoy,
but we cannot move forward without your continued support.

RESOLUTION NO. 859
A RESOLUTION OF THE TOWN COMMISSION OF THE
TOWN OF HIGHLAND BEACH AMENDING RESOLUTION
NO. 833 WHICH ESTABLISHED A CULTURAL BOARD.
WHEREAS, Resolution No. 833 established a Town of Highland Beach "Cultural' Board;
and
WHEREAS, the text of said Resolution refers in some Sections to a "Cultural Society"
Board; and
WHEREAS, the word "Society" has no relevance to the work of the Board.
NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town of
Highland Beach, Florida that:
The word "Society" be removed wherever so stated
in Resolution No. 833.

A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH ESTABLISHING A CULTURAL BOARD; AND
DEFINING THE COMPOSITION,TERMS AND RESPONSIBILITIES OF
THE BOARD.
WHEREAS, The Town Commission of the Town of Highland Beach
believes it would be beneficial to the administration and residents of the
Town to have an active Board for matters related to Cultural and Social
events in the Town.
NOW, THEREFORE BE IT RESOLVED BY THE TOWN
COMMISSION OF THE TOWN OF HIGHLAND BEACH THAT:
Section 1. Composition A Cultural Society Board is hereby established
consisting of seven (7) regular members. The terms of members shall be for
a period of three (3) years. No member shall serve more than (2)
• consecutive terms. Members shall be appointed by the Town Commission.
Section 2. Attendance. Attendance policies for Board Members, as
established at a special meeting of the Town Commission on September 3,
1999, are attached hereto and incorporated into his Resolution by
refererence and attachment.
Section 3. Compensation Board Members shall be compensated for their
service in accordance with the Town Commission approved standards for
compensation of appointed boards and committees.
Section 4. Meetings The Cultural Society Board shall meet once per
month, however, said board shall meet more often should the conduct of its
business warrant same.

Section 5. Officers. The Cultural Society Board shall annually select a
Chair and Vice -Chair to conduct its business. The Vice -Chair shall Chair the
meetings in the absence of the Chair. Both the Chair and Vice -Chair shall be
voting members of the board.
Section 6. Responsibilities. The Cultural Society Board of Highland Beach
shall have the following responsibilities:
1. Develop an appropriate mission statement and cultural vision.
• 2. Research, identify and apply for cultural grant opportunities.
3. Develop a venue for fundraising and sponsorship programs.
4. Establish a set of standards for selecting the programming of all cultural
and social events sponsored by the town.
5. Develop cultural art programs of various disciplines and create a venue
for residents to display their work and talents.
6. Establish a calendar of events, coordinate with Library Director when
appropriate, oversee implementation of events, review results and make
recommendations.
7. Support the town in celebrating national/local holidays including an
annual Founders Day celebration.
8. Schedule and coordinate cultural discipline classes and speakers.

9. Develop alliances with other cultural organizations to enhance town
programs.
10. By August 1 of 2005 and by July 1 each year, there after, submit a
schedule of projected events and programs to commission for approval.
11. Provide Cultural Society Board information and calendar of events for
publication within Highlander/Library Newsletter.
12. Develop event program guides when appropriate. Coordinate pre/post
press releases when event appropriate and develop a positive cultural public
relations effort within the town of Highland Beach and within other cultural
organizations.
13. Perform other assignments requested by the Town Commission.
