MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - Sept 16, 1969
A special meeting was called, on Sept. 16, 1969 at 7:15 P. M. at the
request of Commissioners Beekman, Horton, Hackman and McCook. All
Commissioners were present except Vice Mayor Vedder. Also present
were Attorney Poulton and. Messers Klinek, Burnside and Walton, and
several builders representatives.
Mayor Horton opened. the meeting by asking for a motion to reject
the three sewer bids, because they were higher than estimated. Comm.
Hackman made the motion, Comm. Beekman seconded it and. it was ap-
proved by all present. He then asked the spokesman for the builders
group to present the steps they have taken since the last meeting.
Mr. Shelby Dale said the group propose to build. the sewer as a
franchise in the nature of a public utility, which the Town Charter
and the State law permits. It would be known as the Highland. Beach
Utilities Co. and asked. that the Town give a ten year franchise and
designate a franchise area of all the lots bordering on AlA from
south to north Town limits~~ accessible to the State Rd. right of way.
It was suggested to have the system managed. by a company, not the
builders or the Town. If construction were started. immediately, the
first 3 and, 8/10 tenths of a mile could. be in operation by October
15th. This plan is subject to the approval of the Town Commission,
the Town attorney,~~ Delray Beech and. John Klinek, the consulting
engineer. Hook up charges would be refunded. toward the initial in-.
vestment by the builders. Mr. Dale submitted. an'ordinance which will
be studied. by the Commission and. the Town attorney.
Mayor Horton said. that the supervision should be done by Russell &
Axon and Mr. Klinek added that there were already some aspects to
iron out. There was further discussion on wording in the franchise
ordinance. The Commissioners will read. it thoroughly and give an
opinion and. suggestions.
The meeting was adjourned at 8:20 P. M.
P. S. At 7;00 P. M. bids were to be opened. on paving of Russell Rd.
None were received.. The closing date was extended w.ntil Sept. 23,
1969 at 7:00. P. M.
