MINUTES: TOWN COMMISSION OF HIGHLAND BEACH - October 7, 1969
• The regular meeting of the Town Commission was called to order by
Mayor Horton on October 7, 1969 at 7;10 P. M. All Commissioners
were present. The minutes of the Sept. 2nd. regular meeting were
read. and approved.. The minutes of the Sept. 9th, 13th, and 18th
workshop meetings and. the minutes of the Sept. 16th, 22nd and Oct.
3rd. Special meetings were read. and approved by the affirmative
vote of the Commissioners.
Mayor Horton read. two letters received. from Southern Bell. One was
in regards to building manholes, placing conduit and. making three
crossings under AlA in Delray. The second. was in regards to pushing
94 feet of 4" iron pipe under AlA at a point approximately
3.2 miles south of St. Road 806 (Atlantic Ave.) The sketches will be
posted. on the bulletin board.. Mayor Horton read. a letter received
from the Mayor of Boynton Beach regarding the State Code of Ethics.
He is requesting the support of all hiunicipal,~~`~'~~ Officials of Palm
Beach County in requesting a legislature change in this bill. Mayor
Horton reported the opinion from Attorney Poulton on House Bill #279
regarding taxation of municipally owned property. This could. affect
the well-land. in Boca Raton. A notice was read. from the State of
Florida Natural Resources regarding a meeting in Redington Beach on
Nov. 5th, specifically on beach erosion. If anyone would like to
attend, we have been invited.. Mayor Horton introduced John Klinek,
who gave the Mayor a letter to read regarding the engineering costs
• of $ 39, 656.25 It offered. a plan for payment of $ 18, 656.25 im-
mediately and. a deferred balance due of $ 21,000. The letter asked.
the Commission to approve this before release of the 'in escrow funds'
and notify the Highland. Beach Utilities Co. Comm. Beekman made a
motion to approve the above proposal. Vice Mayor Vedder seconded. and
it was unanimously approved.. Mr. Klinck stated this fee covers the
entire system from the north end. to the south end..
Sewer committee: Vice Mayor Vedder stated he received the Franchise
Ordinance # 151 signed by the Highland Beach Utilities Co., and is
awaiting liability insurance, a performance bond., and the St. Road
Dept. use permit.
Police Committee: Mr. Stewart read a summary of proposals:
DiCampli-one year at $3,600.00, three patrols, seven days a
week, 24 .hour on call, car and. resusitation equipment, insur-
ance to cover him and. the Town-$2,250. Total- $ 5,850.00
Wackenhut- a two year contract, one patrolman, they have
insurance covering them, $ 2.70 an hour, car expense $350.
a month, no first aid. or resusitator.
N. Andrews Detective Agency- 24 hour coverage, seven days a
week,$ 415. a week, no first aid or resusitator.
Sherriff Dept.-$ 50,000 for 24 hr, seven days coverage. On
a share plan it could still be $ 25,000 a year.
Town plan-radio contact with Delray, our own vehicle with
first aid., oxygen and resusitator- $ 18,000 the first year
• and. between $ 14,000 and $ 15,000 the next years., 40 hour
week employee, volunteer plan on off duty hours.' A court system
could. cost $ 1,000 a year with an attorney on a once a week
or two weeks basis.
Further discussion followed.. A special meeting will be called by
all the Commissioners on October 21st in Town Hall at 7:15 P. M. to
discuss police protection only.

• Comm. Beekman asked. Mr. Jurisch to present his report and. findings
for the tax committee. He had charts made up to illustrate and ex-
plain the tax study. It included. estimates of future tax revenue,
the number of future Town residents, a recommendation to lower the
tax millage to 4 mills, renogiation of trash pickup contract, an in-
crease of personnel and equipment in Town Hall, buying more land for
parking and future services at additional costsc& a recommendation
for an ~foperating surplus. Comm. Hackman questioned some of the
wording in the report. Mr. Jurisch explained that this report is
only a recommendation. Comm. Hackman made further comments con-
cerning garbage and trash collection and how to charge the residents,
lowering the tax millage below the recommendation and stated he
thought the report was very good.. Mayor Horton thanked Mr. Jurisch
and Mr. Cayce for the completeness and, excellence of the report and
proposed to have the Attorney draw up an ordinance which would elimi-
nate inequities in trash collection on new buildings, tying in with
issuance of a Certificate of Occupancy. Comm. Beekman made the motion
to have this done, Vice Mayor Vedder seconded and. it was unanimously
passed.. There was further discussion on tax income, the millage rate,
the budget and. surplus. Comm. Beekman made a motion to reduce the
millage rate to 3.8 mills. Vice Mayor seconded and it was unanimously
carried.. The Mayor explained. that this would still allow for a surplus
to cover future costs.Comm. McCook made a motion to accept the County
tax assessments to compute the Town taxes. Vice Mayor Vedder seconded
and it was unanimously passed.
• Comm. Beekman reported. that we have received ~~'~~,1~/z $ 874.42 as the
Town's share of the Road & Bridge fund from the County. It has been
deposited, in the bank account for this purpose. The taxes collected.
are the same as last month.
Finance committee: Comm. McCook read the financial reportdated. Sept.
30, 1969. The income and expense are almost the same.
Health & Zoning: Vice Mayor Vedder read. a request for a variance on
balconies protruding into the setback line three to four feet on an
angle for the I~'A~j~1~.`1~X~`~X~ Royal Highlander apts. and moved to grant
this variance. Comm. Beekman seconded. and. it was unanimously passed.
Public Works & Water: Comm. Hackman read the water report from A & S
Utility Management for Sept., reported. that 322 tests were taken and
that the lime pump is back in service. He stated. that the engineers
could be called. to attend a meeting to discuss water problems. The
map regarding the water main system is being brought up to date. The
Boca-Hi water supply problem has been resolved for the time being. He
further reported, on the Russell Rd. project that $25,000 could be ob-
tained from a bank until the costs are paid by the property owners,
who will be advised. of the total costs.
Comm. Beekman read an Ordinance # 152, raising contractors fees for
• Occupational Licenses. The first reading was Oct. 7, 1969. Mayor
Horton informed. the Commission that the building insp~etor said. that

Highland. Beach licenses are lower than the surrounding communities and
recommended this change. Vice Mayor Vedd.er moved. this be adopted,
Comm. McCook seconded. and. it was unanimously approved..
Mrs. Roth asked. for clarification on their request and. the minutes of
the Sept. 2nd, meeting pertaining to this were read to her again.
Mayor Horton read, the outstanding bills and. accounts. Comm. Beekman
moved. they be approved, for payment, Vice Mayor Vedder seconded. and. it
unanimously passed..
The meeting was adjourned. at 10:00 P. M.
