MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - October 30, 1969
• A workshop meetimg of the Town Commission was called. to order on October 30,
1969 by Mayor Horton at 7:15 P. M. All Commissioners were present, as well
as Robert Crego, the building inspector.
Mayor Horton announced. Mr. Wm. Lamb, former Town Clerk and City Manager of
Boca Raton for 16 years, will be helping on a part time ~,~~,~~ consulting
basis in Town Hall. Further discussion followed. as to salary hours when
he will work, and. the capacity he will occupy, but there were no decisions
made. Mayor Horton read a letter received. from the City of West Palm
Beach regarding distribution of county taxes in the cities, inviting High-
land Beach to unite with them in a proposed. suit to obtain equal distribution.
The consensus was to disregard. this for the present time.
Mayor Horton reported. that the church sign has been chopped down, with no
knowledge by the Town. Further comments were made on parking and future
plans. on church building. The Mayor read a cost proposal for an indoor
Florida flag and painting the U. S. flag staff- $ 69.66, from Gee Dee
Specialties. No action was taken.
The question has arisen as to issuing Occupational Licenses for lawn ser-
vices and. it was decided. to table it for the time being and study it further.
Further discussion followed.. It was discovered. that the Ordinance raising
Occupational License fees read. for the first time last month duplicated.
Ordinance #k135 passed in Feb. 1966. This raised. a question as to why Ord.. #135
was not enforced.. Discussion followed. and further study will ensue.
• Mayor Horton asked. the Commissioners to initial building plans in the office.
Vice Mayor Vedder asked. how long is the grandfather clause for the builders`"`-'~~-~.
on Ordinance #132 in effect? Mayor Horton stated he felt the grandfather-~..
clause would apply onl~r to those who have submitted. plans before the passing
of Ordinance #150. Discussion followed.. Mr. Vedder has asked John Klinek
for ordinances regarding the sewer, then he will contact the Utilities Co:
and our Attorney. Also an individual monthly charge should be established.
Further study will take place on this. Discussion followed. Mayor Horton
stated that the Attorney is drawing up an Ordinance covering interim trash
collection on apt. buildings to be presented, at the regular meeting.
Comm. Hackman said that the Holiday Inn requested. the Town to move the fire
hydrant on their property because it is in the way of the driveway. The
question arose as to who will pay for moving and. who would. perform the job.
The consensus was that thps was Holiday Inn=s problem. Comm. reported
receiving a letter from Brockway Owen & Anderson advising the Commission
to reject the bids for Russell Rd. Mayor Horton stated. that he has received
from the Attorney, advice on the importance of following the steps outlined
in Florida Statutes #170 regarding such work, to protect the Town..
The meeting was adjourned, at 9:15 P. M.
