I MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - November 18, 1969 A workshop meeting was held after the special meeting at 7:50 P. M. on November 18, 1969. Present were Mayor Horton, Vice Mayor Vedder and. Comm. Ha.ekman. Also present were several residents of the Town. Mayor Horton read the new contract with County Sanitation. Discussion followed. It will be read. again at the next Town meeting. Mayor Morton read. a letter from the Better Business Bureau in Palm Beach regarding house texture coating and complaints of application. They a.re recommending that Towns & Cities in the County pass an Ordinance which would require two inspections -- before and. after application. This will also be read at the regular Town Meeting. Mayor Horton reported that the water hydrants have a new coat of paint, color coded according to pressure. According to a list given to him by ``'the Fire Inspector, most should be capped with orange rather than red. paint.Comm. Hackman said that the painter is going to paint them over. Comm. Hackman said. that the Holiday Inn has requested that the Town move the hydrant in the way of their driveway. This may necessitate installing more h~tdrants. Mayor Horton read a communication from Southern Bell regarding instal- lation of an underground. cable under AlA, which would provide telephone service to Monterey House. The notice will be posted on the bulletin board.. • Mayor Horton reported. a meeting held. Friday, Nov. 14th, to forte a Palm Beach Co. Municipal League. Comm. Ha.ekman's opinion was that communities such as ours get excellent hearing at the legislative clinic. It was agreed to proceed slowly on joining the League. Mayor Horton reported. a meeting in Delray Tuesday, Nov. 25th to hear petitions about new legislation to be introduced at the next session of the Legislature. Mr. Poulton, the Attorney, advised. that the bills we wish to present regarding charter changes might get action if taken to the County representatives. He drew up several proposals: 1. Regarding that ordinances need not be read in full at meetings and that a copy be available for public inspection. Discussion followed. Due to the comments, this was. tabled. for now. 2. Regarding that the Town Commission realign committee appointments, to separate the work load. Discussion followed. 3. Regarding establishment of an abbreviated. fiscal year Ma.y 1, 1970 through October 31, 1970 and thereafter the fiscal year shall run Nov. 1st through October 31st, so the fiscal and tax year coincide. Vice Mayor suggested copies of these be mailed to the Commission and posted on the bulletin board. and. be brought up at the next meeting. Mayor Horton stated. that there was a question regarding the Ordinance establishing sewer rates read. at the last meeting, as to whether the $ 3.00 would be retroactive and. Attorney Poultonrs opinion was af- firmative, thus Penthouse Highlands could be billed. for Nov. & Dec. MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - November 18, 1969 page two • Regarding the sewer franchise, the question was raised by the Delray Beach City Council as to who would. be responsible for improvement costs if the State called for further sewage treatment. Attorney Poulton is suggesting that if this becomes required, the Town agrees to increase the connecting charges and collect and. hold same in escrow to pay for this cost. Discussion followed. Mayor Horton read. a. letter received from Meekins Inc. in answer to a $ 25.00 charge for an Occupational License. The letter stated. they only make deliveries and. feel they don't need a license. The Mayor said he is getting advise from the Attorney. • Mayor Horton reported. that Mr. Lamb, for 16 years former city clerk, then City manager in Boca Raton, is willing to work for the Town on a limited. consulting basis. He added that Mr. Lamb's experience should prove valuable during this period of expansion which lies ahead.. His fee would be $ 5.00 an hour and he would work about 20 to 30 hours a month. Comm. Hackman reported. that Mr. Charles Anderson, Frank Gar! © and a Permutit representative will attend the next Town meeting to answer questions on the water condition. Mr. Hackman also informed the Commission that grass seed and. some landscaping has been completed at the water plant. The meeting was adjourned. a.t 9:55 P. M. M. at the request of all the Commissioners to discuss police protection. Present were Mayor Horton, Vice Mayor Vedder, Comm. Hackman and Al DiCampli. Comm. Beekman and McCook were absent. Mayor Horton read the contract with Mr. DiCampli containing some minor changes, that Attorney Poulton had redrawn. Comm. Hackman made a motion to proceed. with this contract, Vice Mayor Vedder seconded and. it was unanimously passed. Discussion followed with Mr. DiCampli regarding implementation of the contract.
