MINUTES: REGULAR MEETING OF THE TOWN COMMISSION - December 2, 1969
• The regular meeting of the Town Commission of Highland Beach was called to
order by Mayor Horton on December 2, 1969 at 7:10 P. M. All Commissioners
were present, The minutes of the regular November 4th Town meeting, the
special November 18th meeting and. the workshop meeting on November 18th
were a.l~ approved. as read.
Comm. Beekman read. communications from Florida Public Utilities Co. regarding
installation of a two inch natural gas line across AlA; from Byrd, Whitley,
Byrd. & Devitt, attorneys for Mrs. Grace Weir regarding rezoning of her
property. The request request was granted as she has more than the required
front footage for R4 zoning. Comm. Beekman read a letter received from the
Home Builders and Contractors of Palm Beach County regarding a single occu-
pational licensing system in the Co. Vice Mayor Vender suggested we send.
them the information they want and. ask them to keep us informed.. Comm.
Hackman recommended. to study the Charter for conflicts to this proposal.
Executive committee: Mayor Horton reported the water cooler is on order
a.nd should. be installed before the next meeting. The Mayor read. a letter
from the Better Business Bureau of Palm Beach County regarding texture
coating and asking for two inspections in an Ordinance, to prevent faulty
work. He proposed getting the attorney's opinion a.nd looking for action
in other communities. Mayor Horton read a communication from the Florida
League of Municipalities regarding taxing of municipally owned property,
which could affect our water plant and well land. They will advise us if
legislation of this kind is introduced at the State legislature. Mayor
• Horton informed the Commission regarding hiring Wm. Lamb, former City
Manager of Boca Raton, as a part time consultant. He is willing to work
on this basil, of not exceeding 30 hours a month at $5.00 an hour. The
Mayor recommended he be hired.. Comm. Hackman explained some past history
concerning dealings with Boca and Delray Beach, when Mr. Lamb was connected
with Boca and asked the Commission to consider this carefully. Discussion
followed and due to this the matter will be investigated further and set
aside for now.
The Mayor reported. being in contact with the Delray Beach council toward.
reconnecting to Delray water on an emergency basis as an alternate source.
pR'a.yor Horton read correspondence from Meekins Inc. which was given to the
attorney for his opinion. In view of his summary this was set aside.
A letter was read from the Golden Palm festival asking for two repPesent-
atives from the Town. No one volunteered.
Mayor Horton summarized the contract with County Sanitation-- for five
years, a renewal clause, defined garbage and trash, number of pickups, ~
new monthly charge of $ 1,037.00, covering new construction already
completed. There were comments on noise and this will be discussed
again. Vice Mayor Vedder made a motion to proceed with the contract.
Comm. Beekman seconded and it was unanimously passed..
• The meeting was then turned over to Comm. Hackman who explained some
problems concerning the water plant and its operation. He introduced

• Mr. Salveson, from Permutit, Frank Gariulo, Charles Anderson, and Jesse
Arney and Ron Stevens, the water plant operators. Mr. Anderson pre-
sented his thoughts and. opinions on Highland Beach water. Questions
and discussion followed.
Comm. Beekman reported the taxes collected to date are $ 30,673.45, up
from the same period last year.
Finance: Comm. McCook read the financial report dated Nov. 30, 1969.
Zoning: Vice Mayor Vedder, concerned about the existing seawalls,
introduced. John Klinek, who gave his opinions and findings on estab-
lishing seawalls and. explained that the cost might be from $3,000 to
$ 10,000. Discussion followed as to how to resolve this matter.
Mayor Horton reported receiving a charter already adopted, by-laws
and a proposed resolution if we care to become a member of the Palm
Beach County Municipal League. They are scheduling a meeting on Dec.
19th. Also received was an Urban Transportation Study from the Area
Planning Board.
A proposed Ordinance was read regarding providing for the appointment
of a Town Marshall and deputies, oath of office, duties, arrest powers,
firearms and bonds. This was the first reading.
• Comm. Beekman read Ordinance # 152 providing for garbage and trash col-
lection charges for persons not on the ad valorem tax roll, This was
the second reading and Vice Mayor Vedder moved it be adopted. Comm.
Mc Cook seconded and it was unanimously passed.
A proposed Ordinance requiring apartment owners to provide refuse con-
tainers had the first reading.
Ordinance # 153 requiring connection to the Town's Sewer system was read
for the second time. Comm. McCook moved it be adopted, Vice Mayor Vedder
seconded and it was unanimously passed.
An ordinance adopting the State misdemeanor code and providing for penalties,
was read for the first time.
A proposed ordinance establishing a municipal court was read for the first
time.
Mr. Cain recommended taking down the sign advertising Highland Beach. This
was referred to Mr. Ross as President of the Highland Beach Apartment Owners
Association.
The outstanding bills and accounts were approved for payment by a motion
from Vice Mayor Vedder. Comm. Beekman seconded a.nd it was unanimously
decided.
• Al. DiCampli was sworn in as Town Marshall by Mayor Horton.
