1968.01.02_TC_Minutes_ MINUTES HIGHLAND BEACH TOWN COMMISSION JANUARY 2, 1968 The regular monthly meeting was called to order by Mayor Hackman at 7;10 P.M. All Commissioners were present. Also Town attorney, Mr. Richard Mowry. Minutes of the regular December meeting were read and stood as read on motion by Commissioner Wingle, seconded by Commissioner Noble, and the affirmative note of all commissioners present. Executive report from Mayor Hackman included a letter from the Palm Beach Library Advisory Committee regarding the establishment of special taxing districts. This would include all districts in the County which are not now supporting a public library. It has been estimated that the tax would be approximately 1/5 of a mil. The Commission decided that more information was needed to determine whether or not the Commission had the privilege of refusal. Commissioner Beekman reported the collection of taxes in the amount of $34,845.41 to date, leaving a balance of $15,309.53 outstanding. Finance Commissioner Bunn reported construction funds which are in investments were being credited to our account with Walaton•:Company. It was decided to . determine the amount of accounts payable before re-investing the last credits. Health ~ Zoning Commissioner Noble reported that governing bodies must have a biological survey for fixing or altering bulkhead lines within the Town Limits. The cost is $100.00 per day or any part of. The zoning in Byrd Beach will remain the same as existed prior to annexation, most of which is by deed restriction. Public Works Commissioner Wingle reported the installation of more street lights in Bel Lido. Also the construction of the wall on south line at Town Hall is completed and is an improvement. Water lines in Bel Lido to service lots on the side opposite the main were installed whereby two lots could be served with one line under the street. Construction at the water plant has progressed extensively. Mayor Hackman added that the residents in Boca Harbor were happy with the improve- ments and expressed appreciation, as there was concern regarding the construction in the beginning. The fire station is ready for the overhead doors and then will be ready for Chief Conklin to check out and prepare to move in the equipment and men. Commissioner Wingle also approved sodding the area at the rear of the lot to hold the fill. Prospects of completing the paving of driveways and parking area and a Town Hall sign was discussed. It was agreed that Dr. Dailey would get some ideas of design and price for the sign. Mr. Mowry reported the drafting of an amendment to the plumbing ordinance which should be ready for the next meeting. Bills and accounts were read and approved for payment by the affirmative vote of all Commissioners present. MINl~TES - HIGHLAND BEACH. TOWN COMMISSION - JANUARY 3, 1968 Page 2 C Mrs. Betty Roth asked that the barricade be removed from Highland Beach Drive as she did not feel that it eras fair to the lot owners on that street to keep the street barricaded. Mrs. Roth expressed the hope that street lights could soon be placed on that street which would deter the night traffic and Barking.
