1968.02.06_TC_Minutes MINUTES HIGHLAND BEACH TOWN COMMISSION FEBRUARY 6, 1968 The regular meeting of the Town Commission was called to order by Mayor Hackman at 7:10 P.M., February 6, 1968. All Commissioners were present. Minutes of the last meeting of ,January 2nd were read. Accepted on motion by Commissioner Bunn, seconded by Commissioner Noble, and the approval of all present. Mayor Hackman read a letter stating that all Town employees and those in charge of Town funds should be bonded. It was suggested that the insurance program be reviewed and bids be acquired for better coverage. Dr. Dailey had advised that the insurance now carried does not cover all exposure areas. The Commission instructed Dr. Dailey to make the necessary inquiries and ask for bids for this insurance coverage. There was no report on taxes. Finance Commissioner Bunn reported that $79,000.00 in the construction fund was re-invested in Treasury bills for another 90 days. If necessary, bills can be sold at any time. • Mayor Hackman expressed concern about the small area of space between the filter tank and wall at the plant, with respect to maintenance. Commissioner Wingle stated that with preventative maintenance, there should be no problems. Health and Zoning Commissioner Noble reported errors in Zoning Ordinance #132. Correct pages have been printed and will be changed, however, some copies were sold with the error and these if possible should be advised of the error. Mayor Hackman suggested copies of the new zoning ordinance pretaining to Byrd Beach areas should be mailed to all property owners. Public Works Commissioner Wingle reported that sod has been put around the rear areas of the Town Hall. Bahia sod is hard to find at this time of the year, and the balance will be sodded when sod is available. The fire station is completed. The front area is to be cleaned up and the bridge at Bel Lido is in need of repair. Investigation show that all 30 pilings and panels need sealing and repairs as the walls are pulling away from the piling. The south side of the road is sinking also. Estimated cost of repairs was $450.00 to clean, seal and berm to stop seepage. Discussion on a Town Hall sign followed and it was determined that Dr. Dailey should get some bids and prices for a coquina rock with a plaque for the sign. Rock was suggested because of no maintenance. The Postal drop box is to be r:moved to the inside of the drainage area at the front entrances also Dr. Dailey suggested the flag pole be moved out there and an extension be put on the pole. i Mr. Horton asked the Commission who, with the State Road Department, would . He was advised that Mr. Dingle would be in charge of road right of ways and Mr. Black in charge of the signs. Peter Guala reported complaints of persons being hit with water from impulse sprinklers. He asked if they could be corrected so as not to wet persons motoring on the highway. It was determined that wind and water pressure makes it very difficult to control the spray of water from hitting the road area. Mr. Kemery reported that with the aid of engineering advice, there could be a workable plan for improving the area west of the highway. Further study should be made and sounding tests to determine the practical and feasible plan for the improvement. All properties would be improved, but the owner would all have to be in accord. Commissioner Wingle reported that the roadway to the back of the lot on north side of the fire station has been black topped. It will be an advantage for service to the rear areas. Additional fill would be needed to extend any further and the cost would be approximately $150.00. • Mr. Horton reported that Mr. Weber had had an en~;a.neer cto some survey on the sulpher odors on the side of AlA. Their findings were the overflow from laterals of the Intr-coastal waterway back up and caused decaying of vegetation. The plugging up of the Boca Inlet could have some bearing on the situation. Mr. Rice and Mr. Rieman, representing the property owners in Bel Lido, requested information on procedure for re-zoning of Block 1 and part of Block 2 in Bel Lido. They were advised by the Commission to present the request to the Zoning Board in writing for further action. Mr. Rieman congratulated the Commission on the progress in the Town in the past few years, and expressed their appreciation for the street lighting and improvements, and reported that wo families are now living in Bel Lido, expecting this to be four within a few weeks and the plans are ready for two more houses to be started within 30 days. Ordinance #144 to ammend Zoning Ordinance #132 was read. This Ordinance is to establish the zoning restrictions in the newly annexed area of Byrd Beach. Motion to approve the ordinance was made by Commissioner Noble, seconded by Commissioner Bunn and the affirmative of all present. Commissioner Beekman reminded the Bel Lido Property Owner's representative that the signs for the Sub-division were limited to one year. This time has expired and a new request would have to be made to allow the over-size signs to remain.
