MINUTES: HIGHLAND BEACH TOWN COMMISSION JUNE 22, 1968
A workshop meeting was held at the Town Hall Saturday, June 22, at
9:30 am. Mayor Horton, Vice Mayor Noble, Commissioners Beekman and
Hackman and Town Manager Mognet were present.
Mayor Horton reported a transfer of funds from the savings account
and purchased Treasury bills in the amount of $25,000. $10,000 due
August 15th, $10,000 due September 12th, and $5,000 due October 10th.
Mayor Horton attended a meeting in Boynton Beach which was for the
purpose of discussing access roads to I-95. As a result of this
meeting there will be a delay in presenting any plans for these roads
for 17 months. This will allow more time to come to an agreement on
the financing of said roads. A copy of our letter sent to Commissioner
Van Kessel will be sent to our Legislators to establish a definition of
the legality of the tax district.
Mr. Frank Jurisch and Mr. King Cayce have been appointed to the Tax
Committee. Dr. Manley Boss has been appointed to Puhlic Works Com-
mittee. Zoning Committee members are Mrs. Betty Roth, Mr. Marvin
Kemery and Mr. Timothy Barrows.
Mayor Horton reported the audit has been completed and the finance
committee will have a suggested budget ready for the July meeting.
Testing of the fire equiptment has been delayed, but should be com-
pleted within two weeks.
Open discussion was held for the hiring of fire men and it was agreed
this could be done on "off duty" hours, only as they are not allowed
to be engaged in extra work while on duty.
The possibilty of hiring a night watchman versus police was discussed
at lenghth. Commissioner Beekman suggested Security Police be invited
to solicit the Town on any individual basis, to be paid by the individ-
ual. This is to be included in the next bulletin.
Commissioner Hackman reported one bid has been received on the bridge
repairs and it was decided a patch job would be best at this time. Also
painting will be postponed until after the hurricane season.
The fence and grading and fill at the water plant was discussed.
Harvel & Deland will do the work and the work order is being prepared
by Brockway, Owen and Anderson, Commissioner Hackman reported. The
fence is to be placed on the property line. Also, the need of additional
help as back up man and maintenance at the plant was discussed.
One bid was offered on the purchase of the old Water Plant, but it must
be advertised before a sale can be made. Brockway, Owen and Anderson
are preparing the advertising and will forward it to us for approval
on completion.
