1968.07.02_TC_Minutes MINUTES • TpWN COMMISSION OP HIGHLAND BEACH July 2, 19.68 The regular July 2nd meeting of the Town Commission began in Bel Lido sub-division with a demonstration of the new fire truck by the fire department. The meeting resumed in Town Hall at 7;30 P.M. All Commissioners were present except Vice Mayor Noble. The minutes of June 4, 1968 were read and accepted by the affirmative vote of all present. Mayor Horton reported that copies of a letter to County Commissioner Van Kessel have been mailed to all the legislators of Palm Beach County to inform them of the Town position with respect to the special tax district. A letter addressed to Representative Donald Reed was read for approval. Mr. Kemery advised those present, the subject of financing these roads being the issue, when the Turnpike was built, the County built the access roads in the north end of the county. Mayor Horton has met with our attorney, Mr. Mowry, to get answers to some legal questions such as Road ~ Bridge funds paid to us by the State and how it can be used. He was advised it should not be used for anything other than roads and bridge repairs. The Commission can authorize payment of any deficit in the water plan construction from General Funds. Mr. Mowry will forward written opinion of the Town's liability to make assessment on personal property. • Mayor Horton read a letter addressed to Mr. Milton Steinhardt, from his attorney, stating that a crew of men would be sent up to put the Delray Beach White House in repair. J. C. Mitchell Insurance has sent their insurance refund check in the amount of $213.00. A letter from the Governmental Study Commission was read, with respect to establishing a Community Computer Center. Finance Commissioner McCook reported the audit is completed and copies are here for anyone who wishes to read it. The budget will be ready for the August meeting and in the future, there will be a quarterly balance sheet available. In the absence of Health 6 Zoning Commissioner Noble, Mr. Hackman reported that the County has sprayed the Town on two occasions and it has lessened the mosquito problem. Commissioner Hackman gave a vote of appreciation to the men of Fire District 9 for the fine demonstration earlier in the evening and he called for volunteer firemen to sign up. The new pumps are in operation at the plant. The softening is not in full use but will be built up to full capacity gradually. Some problems of coordination with the automatic meters and check valves has yet to be worked out. The Permutit Company have been notified to make these adjustments. The sale of the old plant was discussed and one firm bid has been received. Bids for the chain link fence and repairs at the Bel Lido Bridge have not all been received. The new plant operator is making daily analysis of the water. The fire hydrants have been flushed and will be flushed systematically by the firemen, The lease for the fire station should be ready for signature within the week. • Minutes Page 2 July 2, 1968 • Mr. Kemery asked if the firemen could flush all the lines for us when we have a shut down s to prevent the dirty water problem. Expanded Services Chairman Warren Vedder reported a meeting with Delray Beach City Manager, David Gatchell, and he was informed that Delray's sewerage system is large enough to handle us if we wish to tie on. Another meeting will be held with their City Engineer, Mr. Woolbright, to determine what size lines we will be required to use and we will have to be engineered to determine how many lift stations we will need. Planning 6 Development Chairman, Mr. Kemery, reported that some study has been done on problems which might arise if AlA should be four-laned. If this is done, the Federal Government provides 90$ and the State 100 of the financing, providing the right-of-ways are available. Boca Raton City engineers advise that in future planning, we should con- sider right-of-way needs as much as 15 to 20 years in advance. By control, through zoning, these future needs should be considered. Mr. Al DiCampli, of Security Detective Agency 6 Police, presented an offer to the Commission to give us surveillance and police service. He asked for the authority to proceed with surveying the Town and the hours we most need this service. He offered to solicit for individual donations to help pay for additional hours of surveillance. In his opinion, he could stop the night parking, dumging of trash and garbage in those problem areas, and ind~escriminate use of the beaches. Mayor Horton advised he would ask a committee to meet with Mr. DiCampli to review the possibilities of-this service. • Mr. Peter Guala complimented the Commission on the Town Bulletin, and expressed his appreciation for the publication. Commissioner Hackman reported having received many complaints about the property south of the Highland Towers. The parking and accumulation of trash and garbage has created a health problem. Mr. Schober reported that the former Commission has written to the owners about the matter and were told they had given permission for the use of the beach and in his opinion our best solution would be police protection. This would allow us to enforce the Town Ordinances. Mayor Horton stated that there were problems involved in establishing a police force such as necessitating a court, jail, and false arrest charges for example. Mr. Gainer suggested we have this lot cleaned and send the bill to the owners and also advise them to give written permission to these people to use the property. Mr. Stoothoff reported that the police would have the right and authority to stop any public nuisance and this has now become such a condition. A letter from Dr. Dailey was read asking payment for signs placed at either end of the Town. Commissioner Beekman said that no record can be found authorizing such a purchase and it was incurred without consent of the Commission. Commissioner Hackman reminded those present that it had been announced at a previous Town Meeting, by Dr. Dailey, that he had a private donation for these signs, It was agreed to negate the request by the affirmative vote of all present. Other bills and accounts were read and approved for payment on motion by Commissioner McCook, seconded by Commissioner Beekman. • The Commission directed the Town Manager to write a letter to Dr. Dailey advising him to return the water plant construction pictures and negatives to the Town Hall as this was paid with Town Funds. Both ordinances passed on motion by Commissioner Hackman, seconded by Commissioner Beekman, and the affirmative of all present. Ordinance # 145 is page 4 of these minutes.
