HIGHLAND BEACH TOWN COMMISSION
September 3, 1968
The regular meeting of the Town Commission was called to order by Mayor Horton at
7:10 P.M., September 3, 1968.
All Commissioners were present with the exception of Commissioner McCook.
Minutes of the July 13th Special Meeting was read and approved. Minutes of the
regular August 6th meeting, August 17th workshop meeting and August 24th workshop
meeting were read. All minutes were .approved as read.
A letter from Mr. Steinhardt's attorney was read, with reference to the status of the
Delray Beach White House property. The Mayor directed the Town Manager to contact
our attorney, Mr. Mowry, on Friday 6th to learn what action has been taken. A letter
from the Highland Beach Apartment Owners Assoc. was read voicing concern about the
beach buggy traffic on the beach. They asked the Commission to take steps to enforce
our ordinance prohibiting this activity.
Commissioner Hackman reported that the water plant started operating on a fully auto-
matic system on Friday, August 30th. The No. 1 pump has been rebuilt and is back
in operation. The engineers and pump companies are adjusting the pump out-put to
determine why we are getting air in the water under certain conditions. Commissioner
Hackman also stated that 10~ retainage will be held on all construction firms until
• the plant is in satisfactory working condition.
Mayor Horton asked for the status on the Bel Lido bridge repairs. Commissioner
Hackman stated the repairs are to be started some time this month.
Mayor Horton read a~:vritten proposal to the Town from Security Detective Agency and
Police. Mr. King Cayce asked for exact amount of tax dollar per property owner
needed to finance this program, and expressed his opinion that it may well be worth
the cost. Commissioner Hackman stated that though having a police force may not
solve all our problems, the fact that we are growing, it is one of the services that
should be well considered. After further open discussion, Mayor Horton advised that
we do have access to the County Sheriff's Department and they should be notified
about trespassers, etc. Mr. Frank Jurisch stated that he would like to go on record
as being in favor of police protection.
The first reading of the sign ordinance was delayed out of deference to Dr. Boss who
is out of Town. Commissioner Hackman asked that the Highland Beach Apartment Owners
be given a copy of the ordinance for study before the first reading. Mayor Horton
volunteered to bring a copy to their next meeting.
Commissioner Hackman reminded the Commission that all building plans must be approved
by the Commission. The Town Manager reported that the plans for the new Penthouse
Highlands model and the residents of Mr. Ralph Walton are in the Town Hall office
now for approval. The Zoning Committee and Building Inspector have already reviewed
and approved said plans.

• Mayor Horton reported that the question of Occupational Licenses was discussed at
the last workshop meeting and the Commission unanimously agreed to continue the
licensing of rental apartments. Mayor Horton also read a letter from a law firm in
Ft. Lauderdale with respect to licensing lawn maintenance firms, nurseries, tree
trimmers, etc. Open discussion followed on the practice of licensing.
A request for a time extension, from Golden Isles Utilities for removal of the old
water plant equipment was approved on motion by Commissioner Hackman, seconded by
Vice Mayor Noble and the affirmative vote of all present.
Mr. Peter Guala asked for an amplifying system in the meeting room, as it is difficult
to hear all that is being said at the Commissioners table. Mayor Horton said it
would be taken under advisement.
Bills and accounts were read and approved for payment.
Requisitions #PR 51 ~ PR 52 were presented. Commissioner Hackman declined the
signing of any more requisitions until further tests and co-ordination is completed
at the water plant.
