1968.09.24_TC_Minutes MINUTES WORKSHOP MEETING HIGHLAND BEACH TOWN COMMISSION September 24, 1968 7:30 P.M. A workshop meeting was held at the Town Hall September 24th at 7:30 P.M. All Commissioners were present. Mrs Betty Roth presented a request for re-zoning of Lots 21 & 22, Block 2 in Bel Lido. The Commission advised her that this will require the approval of the Bel Lido Property Owners Assocation. Mr. Fred Rieman, officer of this Assocation, will be contacted. Earl Harvel, representing hir firm, Harvel & Deland, appealed to ~Ithe Commission for a partial payment on PR # 51. The Commission agreed to hold a meeting at the water plant site with the Public Works Committee. The meeting was set for 9: A.M. Thursday 26th. After this meeting, consideration would be given to the request for partial payment. Vice Mayor Noble reminded the Commission that thatched roof chickees are not permitted in Highland Beach. Mayor Horton read a letter from attorney James Nowlin, asking for Commission approval of a Release of Lien between Harvel & Deland versus Albert DiVagno. Our attorney, Mr Mowry, has advised that this Release does successfully relieve the Town of any responsibiliit~s in this action. Town Manager Mognet asked permission to have the water plant site • mowing done, as we are in violation of Boca Raton Lot Clearing Ordinance. It was approved that Mel-Mar should be notified to proceed with the mowing. Mayor Morton read a letter from attorney Joseph A. Hubert, asking for confirmation on the zoning of the property known as Delray- by the Sea. Zoning Commissioner Noble stated that it is zoned Limited Business, which means, limited to deed restrictions. Mrs Noble also advised the Commission that the zoning on this property should be corrected to eliminate further misunderstanding of such zoning. Open discussion was held on the t~uestion of acquiring an attorney who has a good background in municipal laws. Discussion was held on the budget and tax millage. Commissioner Hackman reported having many calls requesting that the millage be cut. Town Manager Mognet reminded the Commission that the county assessments should be accepted and the millage be set at Oct 1st meeting, otherwise the tax billing will be late. The costs of needed repairs at Town Hall and water plant, sewerage and police services were discussed at length.
