MINUTES TOWN COMMISSION OF HIGHLAND BEACH OCTOBER 1, 1968
The regular meeting of October 1st, 1968 was called to order by
Mayor Horton at 7:10 P.PI. All Commissioners were present.
The minutes of the Regular meeting of September 3rd were read.
Minutes of a workshop meeting on September 14th and September 24th
were read. All minutes stood as read by the affirmative vote of
all present.
Correspondence read included a confi3~nation from the State Road Dept.
of receipt of our Resolution #150, a letter written by our attorney,
Mr Richard Mowry, directed to Milton F. Steinhardt's attorney, and
a notice of a public hearing to be held in Boca Raton, regarding re-
zoning.
Mayor Horton reported on the status of the request for construction,
of a Marina on the Delray By the Sea property. The interested parties
have been refered to our attorney for further advisement.
A workshop meeting was ~~~n~~~~ announced for October 15th at 7:30 P.M.
Modern roofing have determined that the leak in the roof is coming
from the chimney. C mmissioner Hackman made a motion that the leak be
fixed, seconded by C°ommissioner Mc Cook and the affirmative of all
• present.
A request was presented. for permission to put a newspaper rack in
Town Hall. The request was refused, on motion by Commissioner Beekm,a.n
seconded by Commissioner McCook.
Mayor Horton reported. that a Post Office poll is being taken. Commis-
sioner Hackman took issue with the letter as it was signed. by the
Town Commission. Commissioner Hackman voiced his objection because
he had not read the letter nor signed it. He reported that Mr. G rmain
called him to voice his opinion in favor of keeping the station. °Also
a letter from Mr. H.E. Johnson was read which expressed the desire
to retain the station. Mayor Horton said the poll was being taken
in an effort to be democratic, and allow the taxpayer the right ~Zo
express their opinion. Open discussion followed and the general
feeling was the closing of the post office would be a digression,.
Commissioner Beekman reported. that we have received the new taxrolls
and the tax bills will be in the mail before November 1.
Finance commissioner, McCook, reported that his committee had
taken a new look at the budget and suggested a reduction in tine
millage from 4.6 to 4.2. This will give a tax income of $54,990
and a total incooe figure of $81,870. He reported that this
would perhaps not cover all the expanded. services we had. anticipated.

• Town Clerk Beekman read a l~~~er from Twin Lake Developement Corp.
asking permission to install a lift station and pressure line to
tie on to the Delray sewerage system, the system would then be
given to the town.

Vice-Mayor Noble reported that she had some calls asking for a
reduction in taxs. She reminded those present that our costs
increased with the annexation of Byrd Beach, with addtional
garbage and trash collections and street lights. A motion was
made by commissioner McCook to accept the county assement
seconded by Commissioner Noble.
The recomendation of the finance committee was accepted on motion
by Commissioner Hackman, seconded by Commissioner Noble, and the
affirmative vote of all present.
Commissioner Noble reported that the Delray- by-the-sea property
was probably misrepresented. at the time of sale and the zoneing
committee will do some research~nd have a report for the next meeting.
Commissioner Hackman reported that a meeting was held at the water
plant with Mr Meeks of Brockway, Owen, & Anderson and Mr Becker of
the State Board of Health. The lime feed line is to be reposistioned
as recomended by Permutit Co. Otherwise the plant is in good
shape and will produce water of good quality. A dust evacuates
will be installed These corrections will cost approximately
$150.00. The lime pump, wich is part of the old equipment, is to
be replaced with a new one. This will be a cost of approximately
$600.00. The air in the water is still a problem and the eigineers
are making a study of the condition. Col. Burnside reported that
the people should be advised that until the new lime pump and feed
• line are installed the water will be colored and hard.
Donald Ross reported having taken a private poll~regardang the
water plant and it determined that some are not satisfied with
the .water and some suggested. hiring a full time manager at the
plant. l~r Horton stated the commission would hold this in
abeyance.
Police committee chairman, William Stewart, reviewed the progress
of the committee to date. One detail of some concern is liability
insurance. Mr Stewart has discussed this with our insurance
agent. As an agent under contract to the Town for police
protection, the a ent would be working as a special deputy of
the county Sherr~~'s Depattment. The Town would be required to
furnish the liability insurance. Mayor Horton asked under what
athority an arrest could be made. Mr Di Camp~i stated under the
County Sher~~f's Dept. by state law.
Sewer Committee chairman ,Mr Vedder, reported that at hte last meeting
with Delray Beach officals he was advised that the lines on the
south end. of Delray Beach were not large enough to accomodate
Highland Beach. He advised. Mr Anderson, of Twin Lake Developement
Corp, that he should check with Delray Beach officals regarding
a pressure line. Mr. Anderson reported that he is faced with
making a decission between a pressure line or a disposal plant
• in order to obtain a building permit so construction can begin.
Mr Duffy sugested the developer obtain a foundation permit, then
work could begin while the sewer problem is being decided upon.
Mayor Horton referred him to Mr Crego the building inspector.
Mr Anderson submitted a proposal and a litter from his engineer
for a pressure line.

t Bills and accounts were read and approved. for payment on motion
by Commissioner Beekman, seconded by Commissioner McCook.
Commissioner Hackman objected. to the reading of the sign ordinance,
due to the fact it had not been reviewed by the apartment owners
and it had not been advertized. Commissioner Noble had to leave
early but gave her approval for the first reading before leaving.
Commissioner Beekman made a motion that the first reading be made
seconded by Commissioner McCook. Commissioner Hackman voted. no.
Mr Jurisch reported that the apartment owners had reviewed the
ordinance and made some recomendations. Mr Beekman said that he
felt this more a delaying tactic rather than a constructive
action. Both Mr Keith Gainer and Mrs Warren Vedder voiced. their
opinion that the private home owners deserve some consideration
and the apartment owners should have only the same privilages as
all other taxpayers. It was agreed to perform the first reading
of the sign ordinance.
