A workshop meeting was held at Towrt°~~lvember 19th at 7:30 P.M.
Commissioners Horton, Nobl Co k, Hackman and Town Manager Mognet
were present. Commissioner Beekm/an was absent.
A final bill on the fire station'-construction was approved for pay-
ment.
Mayor Horton read a letter from Edwards Electric regarding tje final
payment requisition which is yet unpaid. No action was taken.
Robert Crego, Building Inspector, explained the need to adopt the
current revision of the Southern Standard Plumbing Code to up-grade
our present code. Mr Crego stated that most of Southeast Florida
has adopted the code and he recommended also the adoption of the Gas
and Mechanical Code. He offered to draft an ordinance to be presented
at a regular meeting in the near future.
Mayor Horton read an opinion from attmrney Richard Mowry on the zoning
of Delray-By-the-Sea property, stating the deed restriction modification
written in 1949 was for that owner only and did affect any succesor.
Tlfie deed restrictions specificaly allow for residential zoning only.
The decorative fence for the water plant was discussed and a possible
alternative, due to our unusual situation, may be permitted. Mr
• Poulton is doing some research on the subject.
A letter from Mr. Harry E Bray of Twin Lakes Developers, Inc and Mr
Al Young, of Highland Beach Development Co. was read in which the sum
of $50,000 was offered to be used for a sewer pressure line and lift-
station, tying on to Delray Beach. It would then be given to the Town
of Highland Beach, With the offet they requested affirm and immediate
commitment that we would have a sewerage system available by Sept 1,
1969. After Opem discussion the commission informed the above parties
that it would be impossible to make such a comiitment and a letter will
be written to this effect to be directed to Mr Bray and Mr Young.
Mayor Horton reported a public hearing to be held in West Palm Beach
11/20/8 at 1:30 pm to discuss pumping of sand at the Boynton Inlet.
The balance of a payment requresition from Harvel & Deland was discussed .
No action was taken.
A bid for repairs on auxiliry gas engine at the water plant was
submitted by Commissioner Hackman. No further action was taken.
Meeting was adjourned at 10:00 pm.
