MINUTES: HIGHLAND BEACH TOWN COMMISSION JANUARY 3 , 1967 The regular monthly meeting was called to order by Mayor Hackman at 7:10 P. M. Commissioners Hackman, Bunn, Noble and Wingle were present. Commissioner Johnson was absent . In the absence of Commissioner Johnson, the minutes of the last meeting were read by Mrs. Mognet. The minutes stood as read on motion by Commissioner Noble, seconded by Commissioner Wingle. Zoning Commissioner Noble reported that her Committee had met on December 21 , 1966 , and were investigating the new Appearance Board recently established in Boca Raton. Commissioner Noble suggested that the Town have suchaBoard to preserve community appearance by requiring projects to preserve and relate to the natural assets of the community. It was proposed thatthE B©ard change Article #5 of the present zoning ordinance to allow for such control for future building . No definite action was taken at this time. Commissioner Wingle reported that 3 bids have been received for filling behind the Town Hall, grading and fill for the driveways and parking area . Hardrives of Delray was awarded the bid and have begun work on this project. Commissioner Bunn reported he has been working with Charles Bond on a plan and method for installation of a jumper to be used when the water meters are removed for repair. Charles Meyer and Sons of West Palm Beach will make the repairs on the meters when they are removed. Commissioner Wingle stated that. the repair project is of prime importance and the most critical step at this time and should be the first step in the improvement curriculum. The use of lime will be discontinued as the alum tank is broken and will not allow for an efficient removal of iron and calcium. Mayor Hackman agreed that we should use chemicals only to the best advantage until such time as the new plant is in operation. Dr. Dailey announced a .special meeting for January 17th for the: opening of bids on the fire station. Delays in advertising have held up the bids on the water plant. Commissioner Bunn recommended early completion of the parking area as it is a hazard as it now stands . He also reported that the State Road Department had given us an additional 12' which will allow for a larger parking area. Public Works Commissioner Wingle informed the Commission that the sign in the from will have to be removed.. A drainage area is required by the State, and plantings are ~ permitted for beautification. The question of landscaping and a sign for Town Hall was discussed. Cost and design should be carefully considered before proceeding on this project. No positive action was taken, however, it was determined that we have only two choices for location of a sign, either on the area West of the parking area curb or the front"entrance drainage area. Donald Ross suggested that we ask a designer or architect for a motif to follow in the landscaping and sign design. Commissioner Wingle thought the Commissioners should give thought to cost and design before approaching any one regarding the sign, materials used and letter styles . Dr. Dailey announced that Brockway, Owen and Anderson will advertise on the next two Sundays for bids on the water plant. He will check with Mr. Anderson regarding a special meeting if necessary. PAGE 2 JANUARY 3, 1967 Commissioner Noble suggested that we find out from the attorney how to proceed on condemnation of the Delray Beach White House property, and a letter from the attorney should be sent to those concerned. Dr. Dailey stated that the delay on development of the property is due to the beach access problem. Meeting was adjourned on motion by Commissioner Bunn, seconded by Commissioner Wingle .
