1967.03.31_TC_MinutesMINUTES: HIGHLAND BEACH TOWN COMMISSION SPECIAL MEETING MARCH 31, 1967 Meeting called to order. by-Mayor Hackman at 7:15 P. M. . Attending: Mayor Hackman, Clerk Beekamn. Commissioners Noble and Wingle, Town Attorney Mr. George Baldwin, Town Manager Dr. Dailey. Purpose of meeting was to discuss and agree upon proposed improvements and changes to be made in the Town Charter. A discussion ensued of proposed changes in the Town Charter- to provide a 4-year term of office for the Commissioners, to provide for elections at two-year intervals, and to arrange terms of office so that three Commissioners shall be elected at one election and two Commissioners shall be elected at the next election. All agreed that staggered terms of office would insure experienced Commissioners being in office at all times, rather than the possibillity of a complete change of office holders. Mr. Baldwin agreed to write up the proposed ammendment. The question of whether an office holder should be a freeholder was discussed and agreement was general that is should remain a qualifica- tion for all elected officials. An attorney`s bill dated March 17, 1867 was submitted. Meeting was adjourned 9:15 P.
