MINUTES: HIGHLAND BEACH _T OWN COMMISSION APRIL 4, 1967 7:10 P.M
The regular monthly meeting was called to ®.rder by Mayor Hackman at
7:10 P. M. All Commissioners were present, also the Town Attorney,
Mr. George Baldwin.
Minutes of the March 7th meeting were read and approved by an affirm-
ative vote of all Commissioners.
An announcement was made by Commissioner Beekman that trash pick-up
is to begin Thursday, April 6th and will continue for one month or
four pick-ups. This to be on a trial basis with no charges.
Mayor Hackman reported that changes in the Town Charter are to be
made in order to improve, modernize and to bring it into agreement
with existent State laws. The proposed ammendments, nine in all, are
to be advertised in a newspaper and. posted on the Town Hall bulletin
board prior to being submitted to the legislature.
Tax Collector Beekman reported on taxes due. The outstanding balance
of 1965 and 1966 is ~ 855.67.
Finance Commissioner Bunn reported that the second payment on the
Bonds will be due in May.
Health and Zoning Commissioner Noble read a letter from the State
Beverage Department stating their requirements for a liquor license.
In substance, this letter stated that, if the eligible voter registra-
tion is 1251 by 1970, one license may be issued. If the eligible
voter registration is less, State and County regulations shall
prevail. These are a 2500 population or major poz~tion thereof,
a 50 room minimum for a Motel or Hotel, a ?~-,000 square foot dining
room and a seating capacity of 200. Under County restrictions, the
Town would share the license fee with the County.
Commissioner Noble reminded the Commission that sea wall construction
must be approved by the County Conservation 3epartment whose repre-
sentative is Mr. Carlton. Contractors for sea wall construction
must have a County license.
Public Works Commissioner Wangle announced progress to date on the
Water Plant improvement program. Piling were driven on the 16th
March with no complaints as to noise or vibration from residents or
guests. The chlorinator had broken down but was replaced by an
emergency chlorinator borrowed from Riviera Beach. The chlorine
residual at Town Hall x+/3/67 was 1.25 parts per million. The pressure
pump also required repairs during March.
Mayor Hackman read a letter received 3/10/67 regarding changes in
the State Constitution. A change of the word"shall"to "May" was
mentioned in regards to taxation of schools, churches, municipal-
ities, etc. The general meaning is that the State "Ma.y" exempt the
above mentioned organizations from taxation rather than "shall".
The Commission decided to notify Representative Reed of this pro-
posed ammendment.
• Commissioner Bunn made a motion that the letter to Representative
Reed state Highland Beach`s opposition to a bill providing compen-
sation to property owners by the City as well a.s the State for
property that has been condemned: seconded by Commissioner Noble
and approved by the Commission.

Town Manager Dr. Dailey reported a request from the Florida Public
Utilities for a franchise to supply the Town with piped natural gas.
• It was decided by the Commission that, because of the cost of con-
verting from bottled gas and the question of rates that it would
be advisable to further study the proposal.
The installation of an outside electrical service plug was approved
by the Commission, said plug to be used for powering hand tool$
during the water plant and fire house construction.
Bills and Accounts were read and approved for payment on a motion
by Commissioner Wangle and seconded by Commissioner Bunn.
New Business: Mr. Kemery suggested new signs advertising the advantages
of Highland Beach be places at each end of the Town. It was generally
agreed that, because of present current expenses action would be
delayed.
Meeting adjourned on motion by Commissioner Wangle, Seconded by
Commissioner Beekman, approved by Commission 9:x+0 P.M.
