Meeting was called to order by Mayor Hackman a.t 7:25 P. M.
Present were Commissioners Noble, Bunn, and Wingle. Absent-
Commissioner Beekman.
Minutes of the regular May 2nd meeting were read, also minutes of
Special Meetings on 18th May and 2gth May were read. These stood
as read on motion by Commissioner Bunn, seconded by Commissioner
Noble and affirmed by all Commissioners present.
A letter from Mr. Pond of the Carlton House was read, requesting
permission for a covered parking lot. Commissioner Bunn recommended
that it be turned over to the Zoning Committee for approval.
Finance Chairman Bunn reported more construction requisitions for
payment have been presented..
Commissioner Noble of Health & Zoning reported approval of the plans
for The Winterhalter Inn being built by Mr. Jurish, also plans
for a home in Bel Lido were approved.
Commissioner Noble advised direct contact with Mr. W. T. Carlton
for information regarding bulkhead lines and bulkhead construction.
Mr. Carlton is Director of Beaches and Shores.
A report from Brockway, Owen & Anderson was read explaining the
methods we must follow to establish our own bulkhead lines. Spot
measuring by Mr. Kemery has shown much erosion. in many areas with-
in the Town.
Progress on the water plant construction was reported by Commissioner
Wingle, who announced the appointment of Mr. Horton as a member of
the Public Works Committee.
A letter from County Sanitation offering trash pick-up once a week
for 100.00 per month until November 1967, thence weekly for the
sum of160.00 per month to be paid along with the garbage service.
Open discussion followed, general opinion was that the offer is a
reasonable figure. Commissioner Noble stated that use of this ser-
vice should be compulsory in order to discourage dumping on vacant
lots, etc. Mayor Hackman recommended that the Health & Zoning com-
mittee meet with the Town Attorney for legal advice before signing
a contract.
Commissioner Bunn reported that a letter is to be included with
the current water bills explaining that the increase in meter effi-
ciency, the past drought, and the increased water rate has shown
a, considerable increase in some meter readings. Also the increase in
water pressure will cause more water to flow in a given time which
will also result in higher readings.
Mrs. Roth congratulated the Commission on the barricade placed at
Highland Beach Drive and stated that it has halted the night traffic
• on that street.
A resolution was read to establish a system of Zoning Appeals and
was passed with the approval of all Commissioners present. It is
included as page 2 of these minutes.
First reading of an ordinance providing for action against buildings
in violation of the Building Code is included as page 3 of the minutes.

EREAS, the Town Commission of the Town of Highland Beach,
County of Palm Beach, State of Florida, believes that the public
interest ca,n be advanced by creation within the Town of a system of
zoning appeals; and
WHEREAS, THE Town Commission deems it advisable to establish
a body to facilitate the carrying out of this purpose,
NOW, THEREFORE,
BE IT RESOLVED, that the Town of Highland Beach shall hereby
establish a Board of Zoning Appeals to be known as the "Board of
Ad,j ustment", and
Be it further Resolved, that the Town Commissioners of the
Town of Highland Beach shall be and hereby are appointed as the
members of said Board of Adjustment.

ORDINANCE N0. ~- ~`~~
AN ORDINANCE PROVIDING THAT CONSTRUCTION OR MAINTENANCE OF A BUILDING
IN VIOLATION OF THE BUILDING CODE, OR IN AN UNSANITARY, UNSAFE OR
DANGEROUS CONDITION, OR WHICH ENDANGERS THE HEALTH OR SAFETY OF ANY
PERSON, IS DECLARED A PUBLIC NUISANCE, AND PROVIDING A PENALTY FOR
ITS VIOLATION.
BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH,
FLORIDA:
SECTION 1. Every building or structure constructed or main-
tained in violation of the Building Code of the Town of Highland Beach,
or which is in an unsanitary condition, or endangers the health or
safety of any person or persons, is hereby declared to be a public
nuisance.
SECTION 2. Any person found guilty of violating the provi-
sions of this Ordinance shall be punished by a fine not exceeding
ONE HUNDRED 0100.00) DOLLARS or imprisonment for a term not exceed-
ing 30 days, or both such fine and imprisonment. Each day the violation
of the provisions of this Ordinance shall continue shall constitute
a separate offense.
SECTION 3. All ordinances or parts thereof in conflict or
inconsistent herewith are hereby repealed.
SECTION 4. This Ordinance shall take effect immediately
upon its adoption.

• Bills and accounts were read and approved for payment by all
Commissioners present.
Meeting wa.s ad3ourned on motion by Commissioner Wingle, seconded by
Commissioner Bunn at 8:50 P. M.
Meeting was reopened fro Commissioner Bunn who made an appeal to
the Health-and Zoning Committee asking for a variance on the set-
back lines for the construction on the Town Hall site. Zoning
chairman Noble deemed it a hardship and stated that the Committee
would permit 5 foot set-back lines. A motion to permit these 5 foot
set-back lines was made by Commissioner Wingle, Seconded by Commiss-
ioner Noble and approved by all Commissioners present. Commissioner
Noble, as Chairman of the Zoning Board will present a letter allow-
ing for the said variance.
