The regular monthly meeting of the Town Commission was called to order
at 7:10 P. M., August 1, 1867. All Commissioners were present.
Minutes of the regular meeting of July 11 and of the Special Meeting
of July 28 were read. One correction on a transposition of figures
was made to the minutes of the July meeting, the Assistant Manager's
salary will be charged ~ 50.00 to the Water Plant and ~ 60.00 to
Town Hall expenses. With this correction the minutes were approved
and accepted on motion by Commissioner Noble, seconded by Commissioner
Wangle and the affirmative vote of all the Commission.
Mayor Hackman reported the receipt of the new bills just passed by
the State Legislature. The Mayor reminded the Commission of its re-
sponsibilities to the residents of Byrd Beach which has been annexed
by the Town by Bill #1516. A letter was mailed to all the property
owners notifying them of the new bill. Mayor Hackman also reported
correspondence with property owners adjacent to Town Hall and that
they assured the Town there is no need for immediate landscaping in
order to screen the new tanks as they have no plans to use the prop-
erty in the very near future. The White House property has been
put up for sale in two parcels, one on which the building is located
and the other, the vacant acreage.
Commissioner Bunn reported that transfer of invested funds is being
made to meet payments as they bdcome due.
Health and Zoning Commissioner Noble reported the County has sprayed
some areas and fogged the Town once during the past month. It is
• apparent that the spraying was done when the residents hard done the
most phoning for the service. A letter was submitted by the Zoning
Board which allows a. variance on the set-backs for the fire station
and the pump house which are to be located on the Town Hall property.
Commissioner Noble asked that the letter be placed on file as part
of the minutes of the Town. A motion to this effect was made by
Commissioner Bunn, seconded by Commissioner Wangle and approved by
the Commission. The text of this letter is included on page 2 of these
minutes, the original is to be placed on file at the Town Hall.
New business: Dr. Dailey discussed the proceedure needed on the fire
station bids, also, after open discussion it was decided that the
piling will begin as soon as the Crom Corporation is moved out.
Dr. Dailey reported the four inch meter for the Winterhalter Inn was
delivered. The use of ceramic tale rather than vinyl for the floors
of the Water Plant restroom area was approved.
It was announced that a. Special Meeting to the Public Works Committee
is to be held at the Town Hall on Wednesday, September 2nd with Mr.
Rogers of Florida Power and Light to discuss street lighting in
Byrd. Beach.

Ordinance ~0 14O regarding building code violations was read for
its third reading. It was passed and accepted on motion by Comm.
Wingle, seconded by Comm. Bunn and the affirmative vote of the
entire Commission.

Ordinance 0 141 regarding the establishment of the Assistant Town
Manager's salary was read for the second time.
Ordinance 0 142 establishing the salary of the Town Manager was
read for the second time
Bills and accounts were read a.nd approved for payment on motion by
Commissioner Wingle, seconded by Commissioner Bunn.

TEXT OF LETTER TO THE COMMISSIONERS BY THE ZONING BOARD AND SIGNED
BY THE. MEMBERS OF THE ZONING BOARD, MILDRED NOBLE, CHAIRMAN,
ELIZABETH ROTH, TIMOTHY BARROWN AND COLONEL BURNSIDE.
The Zoning Board of the Town of Highland Beach has permitted the
Town of Highland Beach to deviate from the ten (10) foot setback
on the North property line to a 42 foot setback in order to con-
struct the necessary sized Fire Station, a.nd to deviate from the
ten (10) foot setba.ek on the South property line to a 5 foot set-
back in order to construct the necessary sized Pump Station. This
is the only site in the Town of Highland. beach for this particular
construction, so permission was granted considering it a "Hardship".
The Zoning Board of the Town of Highland Beach would not permit ~i,his
variance to private construction by one or more individuals of pri-
vate corporations.
The Zoning Board has permitted this variance to the Town of Highland
Beach for the HEALTH, PROTECTION and WELFARE of the entire Municipality,
its population and properties.
