1967.09.05_TC_MinutesMINUTES: REGULAR MEETING HIGHLAND BEACH TOWN COMMISSION SEPT. 5, 1967 Meeting wa.s called to order 7:15 P.M. by Mayor Hackman. All Commissioners were present Minutes of the regular August 1st meeting were read and. approved on motion of Commissioner Bunn, seconded by Commissioner Noble. An announcement of the regular annual convention of the Florida League of Municipalities to be held in Hollywood, Fla. October 22, 23 and 24 was read. Mayor Hackman reported that no opposition has been encountered over the annexation of Byrd Beach and that trash and garbage ser- vices have started, that street lights will be installed and that the 20/ premium on water has been eliminated. Tax report: None Finances: Commissioner Bunn introduced the suggested buget. There will be another workshop meeting before finalizing, then the buget will be posted on the bulletin board, if approved. Requisitions for further construction payments were presented for signatures and approved for payment. Health and Zoning: Commissioner Noble reported. research on the zoning in Byrd Beach and that the deed restrictions on single res- idences end with the Sawyer`s property. County mosquito control has sprayed with planes and by other means and have stated that, because of the problem west of Highland Beach we are annoyed more at this time. The sand gnat problem is still with us and will • probably continue until land fill is completed. Public Works: Commissioner Wangle reported that street light locations in Byrd Beach have been determined and that six lights will be installed. The original contract with County Sanitation has been ammended to include the Byrd Beach area. Commissioner Wangle announced that it has been decided that a. hip roof rather than a flat roof will provide better drainage and insulation for the new water plant and that two filter tanks a.nd sp_iractor have been delivered to the ,job site. Ordinance ~ 0 141 was read for the third time, this establishes the salary of the Assistant Town Manager, this Ordinance was passed and approve by e en re ommission. Ordinance # 0 142 was re ad. for the third time, this established the salary of the Town Manager and rescinded Ordinance # 124, dated 1963. Commissioner Noble stated that the Town cannot afford salaries for both a Manager and an Assistant Manager. Mr. Horton questioned the need for a new ordinance. Mr. Mowry, Town Attorney, advised that because of a previous waver of compensation, by oral agreement, the new ordinance was written to establish and set the salary retroactive to December 1, 1966. After open discussion Dr. Dailey was asked to sign the waiver which had been presented. by the attorney, this was not done. Commissioner Wangle offered. the first vote in favor of the ordinance, Commissioner Bunn voted "Aye" and Commissioners Noble, Beekman and Hackman voted "Nay". Bills and accounts were read a.nd approved for payment on motion of Commissioner Wangle, seconded by Commissioner Noble.
